Deadline for submission of applications : 30 / 06 / 2024 The initiative PASS : Peace, Community Assistance, Economic Development and Social Security funded by AICS and implemented by ARCS Arci Culture Solidali (ARCS) in partnership with Caritas Jordan (CJ) and Justice Center for Legal Aid (JCLA) aims to strengthen the social, economic and political inclusion of local communities in Amman, Balqa and Madaba, targeting the sizeable Iraqi minority settled in the three governorates.
The integrated approach aims to ensure social protection, economic inclusion, basic social and health services, access to justice, and promote peaceful coexistence and non-discrimination among the different components of the target communities.
The project aimed at creating the conditions for effective economic and social inclusion of the Iraqi minority in the intervention areas.
Position Overview: The Senior Procurement Specialist will support operational and technical procurement processes for PASS project activities. S/he will lead on increasingly complex solicitation, selection, and negotiation processes with all vendors and will ensure that all procurements comply with AICS RBM procedures and ePrag rules and regulations, ARCS policies and procedures, and local government laws.
S/he will coordinate closely with technical teams to develop criteria for the procurement of goods and services throughout the life of the project and will build and manage strong relationships with vendors and subcontractors for effective program implementation.
Responsibilities : Prepare documents related to every procurement procedure according to AICS RBM (Result-based Procedures) and ePrag guidelines. Guide project partners through procurement procedures to ensure their compliance with AICS and ePrag guidelines. Respond in a timely manner to procurement requests from program staff. Collaborate with technical colleagues to conduct market research to identify suitable vendors and gather market surveys. Ensure that procurement activities are carried out in accordance with contractual requirements, including contract-related regulatory requirements and procurement regulatory requirements. Coordinate bid evaluation, including leading evaluation committees, preparing summary reports for review and approval, and analyzing cost reasonableness. Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions. Contribute to the preparation of requests for approvals and/or waivers. Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file. Maintain the project's tracking system, including regular updates to the vendor database and subcontracts tracker with the objective of promoting more transparent and competitive procurement processes. Develop and maintain procurement-related documentation. Provide procurement status reports as requested. Provide training and mentorship to project staff on procurement policies, ePrag and RBM, as required. Monitor and track incoming shipments and collect incoming shipment documentation from vendors and donors. Manage activities, deliverables, and invoices to ensure that payments are invoiced, payment packages are prepared, and invoices paid against completed work through coordination with the finance team or home office, as appropriate. Build and manage vendor relationships. Mandatory requirements : Bachelor's degree or equivalent experience in procurement, subcontract, or another relevant field. Minimum of three (3) years of demonstrated experience in negotiating, managing, and closing local procurements. Experience evaluating proposals, awarding, and managing procurements for EU projects. Proven experience in applying European PRAG in international cooperation projects. Strong interpersonal skills and ability to work with culturally diverse staff. Knowledge of Jordan operating environment. Fluent English and Italian required. Preferred requirements : Proficiency in Arabic. Previous work experiences in MENA area. Previous experience with AICS RBM (Result-based management) procedures.
