Organizational Setting
The South-South and Triangular Cooperation Division (PST) leads FAO's activities regarding South-South Cooperation and Triangular Cooperation (SSTC) to support the Organization's strategic priorities for hunger eradication, sustainable production, rural poverty reduction, development of improved and inclusive food systems and building resilience of livelihoods to threats and crisis. The Division serves as entry point with Resource and SSTC partners and coordinator for the Organization's mobilization of voluntary contributions. PST also oversees, coordinates and facilitates South-South and Triangular Cooperation partnerships across the Organization as an effective mechanism for implementing FAO's Strategic Framework, through the exchange of development solutions, promotion of platforms for knowledge management and networks, mobilization of upstream policy support and fostering enabling environment for effective SSC among countries in the global south. It oversees the reporting to partners on the results achieved. PST is also responsible for Project Cycle operational management and provides policy setting, guidance and support to units responsible for operating projects (development of procedures, monitoring of compliance with resource partner agreements, project's operational rules, budgetary delivery, Help Desk support and capacity development). The post is located in the South-South and Triangular Cooperation Division, PST, at FAO headquarters in Rome, Italy.
Reporting Lines
The Programme Officer (South-South and Triangular Cooperation) reports to the Director, PST.
Technical Focus
Resource mobilization, donor relations, grant negotiation, SSTC partnership, capacity development and programming support.
Key Results
Coordination in support of the mobilization of voluntary contributions, focusing on sustainable agriculture, production climate change adaptation and mitigation, environmental restoration, rural development, food and nutrition security, and resilience; facilitation/negotiation/formalization of grant agreements; decentralized network on resource mobilization coordination; capacity development and programming support and marketing; outreach and reporting to partners; guidance and support to units responsible for operating projects.
Key Functions
• Contributes to prepare annual work plans to achieve divisional targets.
• Collaborates in strategic thinking and related plans to further develop and facilitate implementation of the Corporate Resource Mobilization and Management Strategy (RMMS).
• Collaborates with and supports Divisions/Offices/Centres at headquarters and Decentralized Offices to mobilize resources partnerships in line with defined corporate priorities.
• Facilitates contact with potential partners to explore funding opportunities, supports negotiations of funding agreements and project proposals with governments, international organizations, private sector and civil society partners; maintains effective working relationships with key stakeholders throughout the project cycle, including to support implementation, facilitates monitoring and compliance issues and ensures submission of reports, as required.
• Supports capacity development efforts in support of staff in all locations with regard to resource mobilization partnerships through policy development, the production of training material and delivery of training.
• Organizes and facilitates marketing and outreach activities related to FAO's Strategic Framework and defined priority areas; facilitates donor meetings, events and outreach campaigns.
• Facilitates the global resource mobilization and supports Regional Initiatives teams; monitors and reports on key results.
• Performs other related duties as required.
Specific Functions
• Contributes to the day-to-day relationships with several bilateral resource partners for SSTC, and the donor and resource mobilization efforts, including through the organization of regular and special meetings with partners.
• Contributes to the funding liaison, grant clearance and grant management for designated resource partners, in liaison with relevant internal units (e.g. legal, budget, field units, Resource Mobilization Division (PSR), etc).
• Supports Decentralized Offices and SSTC functional networks, including their resource mobilization efforts.
• Prepares draft reports on strategies, such as the SSTC partnership strategy, progress and impact for further development of partnerships and contributes to resource mobilization.
• Supports the Director and unit leads in budget and programme/project management, including leading the preparation of the programme and budget review (PBR) for the Division, preparation and reporting on the divisional work plan and indicators.
Minimum Requirements
• Advanced university degree in international development, development economics, international law, business administration, agriculture, agricultural economics, or another field relevant to the work of the Organization.
• Five years of relevant experience in international development, donor aid programmes, fundraising, grant negotiations and management, or SSTC.
• Working knowledge (full proficiency – level C) of English and intermediate knowledge (intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable.
• Extent of experience in negotiating funding agreements with bilateral and multilateral institutions.
• Demonstrated skills and experience in managing relations and outreach with partners.
• Demonstrated skills and experience in resource mobilization and/or SSTC.
• Knowledge in budget planning and implementation.
