CICONIX is currently seeking a contract Program Manager to support a federal agency customer in OCONUS location – Sigonella, Italy. The environment is dynamic, and the client needs are often evolving. Flexibility and forward-thinking views are important for success.This is a contingent-upon-award hire. Expected Stare Date:1-September-2023, Period of Performance (POP):9/24/2023 - 9/23/2028. Place of Performance: U.S. Naval site in Sigonella, Italy.
Job Description & Duties: The Program Manager (PM) is responsible for all aspects of management of assigned contracts including daily management of staff and contracts, reporting, and related aspects for providing administrative & professional support services to the client. The PM will be expected to prepare project management documentation, professional reports, and presentations for upper management and the customer regarding the status of the projects. The Program Manager will oversee the following services:
Administrative Support Services:
Perform general administrative and clerical duties in support of the Program. Provide support and assistance with all administrative requirements, functions, and taskers. Assist with coordinating and maintaining the command's Activity Manning Document (AMD). Assist with coordinating and implementing the Records and Forms Management and Directives and Correspondence Management programs for NAMRU 3. Assist in the facilitation of communication between Command leadership and officials at other agencies to support the mission Research support services:
Provide consultation on document formatting for publication. Provide recommendations to the Government regarding the development and implementation of comprehensive public affairs campaigns to enhance the general public's understanding of the agency's programs. Assist with the tracking and analyzation of input and throughput of the internal information program, media relations, and community relations. Make recommendations for program/project improvement. Provide program/project planning support for intramural DoD programs. Acquisition and support agreement services:
Assist with preparation of acquisition requirement packages. Assist and advise on drafting statement of objectives (SOO), statement of work (SOW). Assist with post-award contract administration. Education/Experience :
A minimum of a bachelor's degree in business (or a related field) At least 8 years of program administrative experience within military medical Research and Development activities, preferably 2+ years OCONUS. A minimum of 3 years of experience in a supervisory role Familiarity with government contracts, funding, and task order management; must have strong analytical, negotiation, and problem-solving skills.
