Reporting LinesThe Emergency and Rehabilitation Officer reports to the Senior Technical Officer/DIEM Team Leader.Technical FocusSupport implementation of FAO's resilience agenda at global, regional, subregional and/or country level.Key ResultsResearch, technical analysis and project related services to support the delivery of programme, projects, products and services.Key Functions• Supports food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information.• Produces various reports, proposals, programme/project documents, position papers, policy briefs and financial/donor reports.• Participates in project and programme formulation and provides technical and/or administrative support to ongoing operational emergency and recovery projects.• Maintains effective working relationships with key stakeholders throughout the project cycle to support implementation; facilitates monitoring and compliance, ensures timely submission of reports as required.• Supports resource mobilization activities, including corporate appeals, donor macro grants, Central Emergency Revolving Fund/Special Fund for Emergency and Rehabilitation (CERF/SFERA) submissions, annual appeals and mid-year reviews; maintains information and prepares related reports.• Maintains and updates information systems, databases and web pages.• Performs other duties as required.Specific Functions• Supports the DIEM global programme with respect to the development and management of detailed budgets for the various components of the programme, including global contracts, regional and national funding allocations and working with different donor projects for budgetary clearances.• Assists in the improvement of overall budgetary oversight of DIEM-related projects by: i) checking information on Entry On Duty and Not To Exceed dates, Lead Technical Officer and Strategic Framework linkages is up to date in the Field Programme Management Information System (FPMIS) and other FAO information systems; ii) ensuring that budget holder's delivery estimates are provided in a timely manner; iii) carrying out plausibility verifications of the data provided; iv) developing and monitoring Field Budget Authorizations (FBA), v) providing monthly updates aggregating actual expenditure, hard and soft commitments, and forecast at global and country level; and vi) providing the budget holder with frequent budget situation analyses and alerts as necessary.• Monitors and provides information for resource mobilization activities in relation to DIEM, including co-funding at country level.• Trains DIEM regional advisors on the use of budget monitoring tools.• Supports procurement processes including Purchase Orders, tenders and Long-Term Agreements with services providers for the DIEM programme (e.g.Computer-Assisted Telephone Interviews, software licenses, geospatial services).• Assists in establishing Letters of Agreement, Memoranda of Understanding and data sharing agreements with partners (e.g.governmental bodies, universities, United Nations (UN) agencies, non-governmental organizations (NGOs)).• Supports DIEM regional and country colleagues in the development of country roadmaps and related budgets and follow up on the implementation of plans on a regular basis.• Works with the DIEM Team Leader, the DIEM Deputy Team leader and General Service staff to ensure efficient human resource management of the DIEM programme.• Maintains and updates information systems as applicable.• Performs other duties as required.______________________________________________________________________________________________________CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements• Advanced university degree in business administration or public administration, political science, social science or a related field.• Three years of relevant experience in project or programme management administration or related areas.• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).Competencies• Results Focus• Teamwork• Communication• Building Effective Relationships• Knowledge Sharing and Continuous ImprovementTechnical/Functional Skills• Work experience in more than one location or area of work, particularly in field positions, is desirable.• Extent and relevance of experience in programme/project formulation, analysis, planning and implementation.• Extent and relevance of experience in the field of administration, human resources, finance and management.• Extent and knowledge of planning and budgetary processes and associated tools.• Understanding of FAO policies and programmes is considered a strong asset.______________________________________________________________________________________________________Please note that all candidates should adhere to FAO Values of Commitment to FAO, Respect for All and Integrity and Transparency.______________________________________________________________________________________________________GENERAL INFORMATION • FAO reserves the right not to make an appointment• Extension of fixed term appointments is based on certification of performance and availability of funds• Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.___________________________________________________________________________________________________CONDITIONS OF SERVICE A competitive compensation and benefits package is offered.For information on UN salaries, allowances and benefits, click on the following link: Other benefits, subject to eligibility, include:• Dependency allowances• Rental subsidy• Education grant for children• Home leave travel• 30 working days of annual leave per year• Pension fund entitlements under the UN Joint Staff Pension Fund• International health insurance;
