POST SUMMARY Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.
The Finance Directorate is responsible for all financial management operations, the safeguard and the correct application of all appropriated and non-appropriated funds approved for use by JFCNP.
The Purchasing and Contracting Branch (PC) is responsible for the full spectrum of the contracting activities in accordance with Articles III and XXXII of the Financial Rules.
Within the Section, the incumbent serves as a Purchasing and Contracting Buyer, assisting the Contracting Officer (CO) in the preparation and execution of contracts and purchase orders.
This post reports to: OJS BXCH 0010 - Section Head (Headquarters Support) - OF-3.

DUTIES Purchases, rents or hires services and merchandise for the Base and support elements.
Decides on the proper course of action upon receipt of purchase requests, including identifying the supplier source, drafting shipping instructions, general provisions and legal clauses needed for the full processing of contract award.
Analyses market trends, negotiates favourable terms, and maintains current knowledge of a wide variety of dissimilar products and services.
Researches items nationally and abroad.
Advises customers on cost effectiveness of materials/services required.
Reports to possible concerned parties on new productions/services proposed to the branch.
Performs Credit Card procurement upon receipt of specific tasks from the Branch Head.
Undertakes work as part of a project team or working group as directed or assigned.
Under CO supervision, authorized to negotiate contracts subject to approval.
Acts as primary JFCNP PC Buyer for all major JFC HQ Naples events.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 30 days.
The work is normally performed in a Normal NATO office working environment.

QUALIFICATIONS AND EXPERIENCE Higher Secondary education and intermediate vocational training in supply chain management, commercial and mercantile law, logistics, inventory management, procurement or related discipline which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
At least 2 years of experience in procurement and supply chain management.
At least 2 years of experience in the negotiation of contracts subject to approval.
Must have an English Standard Language Proficiency level of "professional" in Listening, Speaking, and "functional" in Reading and Writing (SLP 3322 based on NATO standards).
Specific experience in contracting.
Understanding of Operational Logistics.
Certificate in business administration, management, or a related field.
Formal training in the technical aspects of acquisition and logistics.

POSITION AND CANDIDATE PROFILE Personal attributes include inter-personal sensitivity, diplomacy, courtesy and tact, along with strong communication skills.
Professional judgement and initiative are required to develop and propose policy in new areas of professional competence.
The incumbent must possess planning and organising, critical thinking skills, and commitment.
Professional contacts require frequent internal and external high-level contact including coordination and negotiation with senior civilian and military personnel.

CONTRACT The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.
The basic entry-level monthly salary for a NATO Grade G10 in Italy is Euro 4,192.44 which may be augmented by allowances based on the selected staff member's eligibility.
