Major DutiesIncumbent serves as Senior Management Analyst, providing management advisory services to 414th Contracting Support Brigade (CSB) in human resources programs for all field and forward offices with HR projects which are often sensitive and difficult to resolve. As a subject matter expert, independently resolves issues/problems requiring consideration of the total human resource management program within the brigade.
Applies a comprehensive knowledge of human resource management to provide advice and assistance to serviced commanders and managers utilizing any combination of classification, management-employee relations, and/or staffing. Takes the lead or acts as HR team member working with local and/or command designated programs. Serves as an action officer and coordinates with multiple Civilian Human Resources Service Centers (CHRSC) and organizational units regarding all aspects of personnel management, reorganization/realignment, organization structuring, and position management.
Provides technical advice and assistance to all levels of management in areas such as recruitment initiatives to replace loss of skilled and professional employees, recruitment and hire lag problems, and mission or workload expansion. Initiates and has delegated authority to approve requests for personnel actions (RPAs) including recruit/fills, position/establishes, non-pay/non-duty status, details, temporary promotions, awards, salary changes, and separations.
Coordinates paragraph/line numbers and position numbers and coordinates TDA changes/growth with the Army Contracting Command manpower analyst. Monitors, coordinates, and tracks all ongoing and projected personnel actions and continuously apprises management of status. Maintains files and documents on all personnel actions, and coordinates actions with appropriate staff or supervisor.
Completes and reviews reports, analyzes trends, timeliness of processing actions, and status of numerous actions and identifies deficiencies or discrepancies; recommends plans to improve efficiency of processing actions and solutions to eliminate recurrence of unfavorable conditions. Develops and implements policy and program guidance in all areas of civilian personnel management. Prepares Power Point briefings and auxiliary information to be used for presenting findings and recommendations.
Coordinates policy changes with staff and operational elements within the brigade and higher headquarters. Provides personal assistance, regulatory advice, guidance, and research to all employees (both DA Civilians and Host Nation employees) regarding authorized leave, work schedules, pay, overseas entitlements, awards, on-the-job injuries, telework, etc. Resolves employee personnel issues or coordinates complex requests for assistance to the servicing CHRSC personnel specialist.
Serves as a member of the internal review panel as required. Monitors overseas tour extensions and prepares required paperwork to extend or curtail employee tours. Administers the civilian performance management program. Conducts strategic workforce planning to analyze current and future organizational skills requirements and capabilities, identifies competency gaps and designs plans and programs to ensure the organization can successfully meet current and future mission requirements.
Develops and implements recruitment strategies or alternative staffing/sourcing methods to address current and future civilian skill requirements. Develops tools to support hiring panels, ensuring appropriate procedures are followed and processes are documented. Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the mission requirements, equal employment opportunity objectives, and the federal merit promotion system.
Researches HR laws, policies, regulations, and reference material, analyzes information, selects appropriate approach, and recommends corrective actions. Provides feedback and follow up to assure completion of required actions.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualification RequirementsMINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the 'Qualification Standards' published by U.S. Office of Personnel Management, as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-01 grade level. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
NOTE: Incumbent must possess knowledge of and fluency in both the Italian and English languages with excellent writing skills.
Conditions of EmploymentIncumbent of this position must be able to Travel for Duty (TDY) up to 15% of the time.
