Performs advanced administrative work, directing an organizational section providing administrative and support services in a complex and dynamic environment.
Responsibilities include managerial, professional, technical, and clerical oversight, planning operations, developing employees, evaluating unit operations, budgeting, and interpreting statutes and regulations.
This position reports to the executive level and has primary responsibility for administrative support functions within a smaller state division.Typical Duties and ResponsibilitiesDevelops and adopts operational policies and procedures for the division.Develops and administers long and short-range goals for the division.Oversees and assists in the department budget.Coordinates division activities with other Transportation Department units, state and federal agencies, and the public.Directs daily operations through managers and supervisors.Ensures the accomplishments of division objectives.Conducts technical research studies and recommends operational changes.Negotiates resource utilization consistent with public interest.Researches new procedures and directs employees in development and implementation.Directs personnel matters such as hiring, training, and evaluating employees.Testifies at legislative, judicial, or public hearings as a subject matter expert.Administers and defends laws, rules, and regulations regarding transportation issues.May require travel; therefore, a valid driver's license is required.Required Skills and KnowledgeKnowledge of a wide range of concepts or principles in a professional or administrative position.Knowledge of principles and practices pertaining to the assigned division.Knowledge of local, state, and federal legislation and relevant processes.Knowledge of management principles and practices.Knowledge of laws, policies, and regulations governing the Department of Highways.Knowledge of fiscal and budgetary management fundamentals.Ability to plan, organize, direct, and coordinate the work of others.Ability to interact effectively with personnel and the public.Ability to speak publicly on departmental matters.Ability to prepare written reports on division operations.Ability to initiate, implement, and evaluate legislation.Required Education and ExperienceREQUIRED TRAINING/EDUCATION:Bachelor's degree from a regionally accredited college or university.Experience may be substituted for the required education through an established formula.REQUIRED EXPERIENCE:Eight (8) years of full-time or equivalent part-time paid administrative or supervisory experience.Graduate coursework may substitute for two (2) years of required experience.Note: More technical divisions will not have substitutions granted for the required degree.Agency: West Virginia Department of Transportation (WV)Phone: 304-558-3111Website: https://transportation.wv.govAddress: 1900 Kanawha Blvd, East, Building 5, Room A-450, Charleston, West Virginia, 25305 #J-18808-Ljbffr
