The Transportation Assistant Division Director functions as the assistant director in a division within the Department of Transportation. Performs administrative work at the advanced level, managing an organizational section providing administrative and support services in a division where operations, policy, work processes, and regulatory requirements of the section are complex, varied, and dynamic. The incumbent in this position oversees the research, gathering of information, and development of all construction contract documents and proposals, both state and federally funded, for the West Virginia Division of Highways (WVDOH). Responsibilities include, but are not limited to oversight of the complete lifecycle of the contract process which includes supervision of all construction contract documents and questions from contractors; managing the Contractor Prequalification System including revisions and improvements; overseeing the award or rejection of projects and proper execution of contracts and performance bonds; ensuring proper data and documentation has been obtained and is correct; and related issues pertaining to the awarding, compliance and fulfillment of WVDOH contracts. Duties involve the supervision of managerial, professional, technical and clerical employees. The scope of responsibility includes planning the operations and procedures of the unit; directing the work of employees; developing employees; evaluating unit operations; developing budget needs; researching new procedures and improvements; interpreting statutes, regulations, and policies. This position is granted the latitude to develop new methods and policies to improve overall organizational effectiveness. Complexity involves varied duties and many different and unrelated processes and methods are applied to a broad range of activities or substantial depth of analysis, typically for an administrative or professional field. Performs related work as required.

Typical Duties and ResponsibilitiesActs as director and fully responsible for the unit in the absence of the Transportation Division Director.Develops and recommends operational policies and procedures for the division.Directs and approves the work of others.Assists with personnel matters such as hiring, disciplining, training, assigning, and evaluating the work of division employees.Manages division activities with the other Transportation Department Units, other state and federal agencies and the public as directed by the Division Director.Assists the director in technical research studies and recommends changes to methods of operation, regulation, policies, and management regarding the Division of Highways.Assists the director in researching new possible procedures and directs employees to formulate plans and recommendations for development, improvement, construction, and implementation for roads, bridges, highways, and other Division of Highways areas.Makes recommendations regarding the department budget.Personal contacts are with high-ranking officials from outside the employing agency at national or international levels in highly unstructured settings.The work involves planning, developing, and carrying out vital administrative or scientific programs.The programs are essential to the missions of the agency or affect large numbers of people on a long-term or continuing basis.Travel may be required; therefore, a valid driver's license is required.Required Skills and KnowledgePertinent knowledge gained through education, relative experience or training that applies to the methodology of a professional or administrative occupation.Knowledge of the principles and practices pertaining to the work of the division assigned.Knowledge of the principles and practices of management.Knowledge of the laws, policies, directives, guidelines, and regulations governing the department of Highways.Knowledge of local, state, and federal legislation; government relationships, organizational structure and protocols; and relevant federal and state legislation.Knowledge of fiscal and budgetary management fundamentals.Ability to plan, organize, direct, and coordinate the work of others.Ability to interact with highway personnel, government officials, the public, and other related associates to establish effective working relationships.Ability to prepare written reports on division operations.Required Education and ExperienceREQUIRED TRAINING/EDUCATION: Bachelor's degree from a regionally accredited college or university.Substitution: Experience, as described below, may be substituted for the training/education requirement through an established formula.Note: More technical divisions will not have a training/education substitution.
REQUIRED EXPERIENCE: Seven (7) years of full-time or equivalent part-time paid administrative or supervisory experience in accounting, budgeting, business operations, personnel, purchasing or technology.Substitution: Successful completion of graduate coursework from a regionally accredited college or university may be substituted for up to two (2) years of the required experience through an established formula.Agency: West Virginia Department of Transportation (WV)
