Overview:
**MSF Italy** has identified migrant and refugee **survivors of torture** and other forms of intentional violence **(SoT) **among the most vulnerable and neglected people.
For this reason, since 2020, MSF has developed in the Palermo metropolitan area a program specifically aimed at this target population through a multidisciplinary model of care (medical, psychological, and socio-legal support); until March 2023, the program has been implemented in collaboration with the Azienda Sanitaria Provinciale (ASP) of Palermo and the PROMISE department Forensic Medicine; the socio-legal assistance is strengthened through
- the collaboration with the association CLEDU.
From October 2023 two memoranda of understanding have been signed with the **Azienda Ospedaliera Universitaria Policlinico (AOUP) "Paolo Giaccone"** and the **University of Palermo** with the aim of strengthening the SoT program in both clinical and research components.
The Project also aims to identify SoTs through outreach activities both in formal migrants/refugees' reception centers and informal settlements in the Palermo metropolitan area and beyond, to become a center of referral and provision of specific care for SoT.
The** Supply Logistics HR Finance manager (SLAF)**, will plan, coordinate and monitor all technical logistics, supply chain, HR, admin and finance related activities in the project according to MSF protocols, standards and policies, in order to optimize the mission's response to the needs of the target population and ensure an optimal running of the project.
**Responsibilities**:
The **Supply Logistics HR Finance manager (SLAF)**:
Logistics:
- Ensures and monitors the implementation of logistics activities ensuring compliance with MSF standards, protocols and procedures, and reports to the Project Coordinator or Logistics and Supply Coordinator on the development of the ongoing programs
- Supervises, plans and guarantees the first line ICT support, ensuring an update inventory of all the IT assets present in the project
- Provides regular reports on activities and logístical technical matters
- Ensures installation and maintenance of functional office space(s) and lodging facilities for staff in adequate living conditions
- Is responsible for all movements and/or accommodation of staff in the project
Supply:
- Ensures implementation and follow up of the processes for local purchases, guaranteeing respect of the policy in place
- Supervises & manages administration-related activities, in accordance with the MSF purchasing and payment procedures for the mission
Finance:
- Carries out finance-related activities, in close relation with the Deputy FinCo, ensuring transparency on accountancy as well as coherent information on service supply chain processes
- Ensures the update of the expenses in the cash & credit card registers and the codification by Budget lines
- Monitors and manages the monthly budget forecast through WeFin Software and manages related budget updates in close collaboration with Project Coordinator and Deputy FinCo
Human Resources:
- In close collaboration with the HRCo, the Personnel Administration Supervisor (PAS) and the Project Coordinator supervises, plans and ensures the implementation of the processes related to the project staff (recruitment, training, briefing, induction, evaluation, development and communication)
- Supports the line managers on managing HR (team management, conflict management, stress early detection, communication, meetings) guarantying the smooth implementation of daily activities
- Is responsible for the recruitment, follow-up and administrative management of the on-call Intercultural Mediators pool in close cooperation with the Patient Support Supervisor
- Coaches and Supervises the Fin/HR Intern
Qualifications:
**Education**
- Essential: secondary education or technical skills in one or more of the following areas: ICT, supply management, logistics, finance, management (business, HR) or administration
**Experience**
- Essential: 2 years of previous working experience in related activities
- Highly Desirable: experience both as HR/Fin manager and Log Manager
- Desirable: previous experience in humanitarian aid
**Languages**
- Essential: Italian (C1)
- Essential: English (B2)
**Knowledge**
- Computer literacy, in particular user level knowledge of Microsoft Suite (Office)
