You will serve as a SUPERVISORY PROGRAM MANAGER in the Commander, Navy Region Europe, Africa and Central (CNREURAFCENT) of COMMANDER NAVY REGION EUROPE.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Resolving budget and total workforce management issues to ensure the manning and manpower requirements are accurately captured and executed; 2) Formulating guidance for the total workforce manpower program and processes execution; 3) Ensuring proper diligence is performed in the processing and management of the regions personnel staffing requirements; and 4) Utilizing knowledge of organization principles, staffing criteria, work measurement, and manpower utilization for program effectiveness. Additional Information (Continued): Incumbent must have:



Expert knowledge in workforce management with a wide range of knowledge in qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.



Expert knowledge of mission, command structure, program and functions, and the formal and informal works of the Navy organizations and management functions, both in theory and in practice.



Mastery knowledge of personnel programs and practices governing realignment, reorganization and position management.



Extensive knowledge in Navy Manpower Requirements Determination process, Planning, Programming, Budgeting and Execution System, Organizational change requests and Manpower change requests.



Relocation and recruitment incentives may be authorized.



PHYSICAL DEMANDS



Work is primarily sedentary in nature, although slight physical effort may be required.



WORK ENVIRONMENT



Work is performed in areas that are adequately lighted and climate controlled where normal safety precautions for an office are practiced. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms.



Other duties assigned:



Manages workload of five direct reporting personnel at the E4 to E7, GS-13 and two GS-12 grade levels. The incumbent's work involves resolving programmatic differences concerning conduct of program operations and program management. The incumbent has inputs into the organizational design for the Manpower and Manning Director at the Region and Manpower and Manning structures across all CNREURAFCENT installations. The work also involves developing, revising, and implementing immediate and long-range goals, objectives, plans and schedules. Work requires leadership in developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency, and productivity of documented processes. These decisions directly affect CNREURAFCENT policy, budget, organizational structure and other resources related to strategic human capital mission.
