Hauptaufgaben Incumbent reviews various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral.
Evaluates management of the Rental Partnership Program and Utility Deposit Waiver Program.
Makes studies and surveys of area ordinances and regulations governing community life and recommends new ordinances, regulations or amendments for improvement housing administrative policies.
Provides advice to installation leaders on development of overall installation plans and procedures for barracks sustainment.
Provides oversight of all UH related activities including utilization and day-to-day operations.
Ensures adherence to the compliance of the RCI transaction documents and the Community Development and Management Plan (CDMP).
Prepares/reviews General Flag Officer Quarters (GFOQ)/Executive Homes Six-year Plan and Quarterly Cost Reports for accuracy and submits IAW established guidelines.
Monitors GFOQ furnishings ensuring maintenance and replacement within established guidelines.
Arbitrates resident issues that cannot be resolved by the local landlord and/or RCI Community Manager and makes determinations on exceptions to policy forwarded by residents, tenant commanders, developer partner, and other interested parties.
He/she represents the organization in installation level meetings and/or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends.
Prepares and presents effective, accurate, and complete briefings, information, and correspondence.
Incumbent develops and sets performance standards for all subordinates, reviews their accomplishments, counsels them on deficiencies, gives advice and instructions on work and administrative matters, renders performance appraisals, and schedules / approves their leave.
Plans and distributes work, sets priorities and controls work accomplishment.
Hears and resolves grievances and serious employee complaints; recommends necessary disciplinary actions for subordinates.
Elevates serious unresolved complaints to a higher-level supervisor or manager.
Ensures on the job and other training needs are met.
Serves as the Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed.
Provides input to the contracting officer on the evaluation of contractor performance and ensures that the appropriate action is taken to resolve problems, correct deficiencies, or clarify policies, deficiencies and requirements for the corrective actions.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-02 grade level.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Doctoral degree, education must be directly related to the occupation.
