Reporting LinesThe Strategy and Planning Officer reports to the Director, OSP.Technical FocusAdvisory and internal oversight functions, meetings programming and management and production of the Organization's strategic, programme and budget documents.Key ResultsResearch, technical analysis as well as related services and systems to support the planning, implementation and monitoring of programmes and projects.Key Functions• Analyses, adapts and extends policies and procedures to achieve full inter-departmental and inter-agency collaboration in strategic planning, results-based programming and budgeting, monitoring and reporting.• Executes analytical tasks associated with the preparation, review and analysis of the Organization's Strategic Framework, Medium Term Plan, Programme of Work and Budget and Programme Implementation Report.• Carries out analytical tasks associated with resources management and corporate budgetary performance.• Contributes to the design and operation of procedures and systems for work planning and the issuance of allotments.• Performs analytical tasks associated with the design and operation of the corporate results-based monitoring and reporting system.• Perform other duties as required.Specific Functions• Contributes to management and coordination of the Oversight Advisory Committee ensuring compliance with its Terms of Reference.• Contributes to coordination of preparations and executes analytical tasks in support of the advisory and internal oversight bodies and Governing Bodies.• Coordinates preparations and executes analytical tasks in support of FAO's external relationships, such as the Joint Inspection Unit and other UN organizations; analyses reports and recommends follow-up action.• Drafts selected documents for submission to the Governing Bodies.• Conducts complex research and analytical tasks related to guidance emanating from the Governing Bodies for inclusion in statutory and/or management reports, statements and/or progress reports associated with corporate strategic, programme and budget matters.• Contributes to coordination and production of the Organization's strategic, programme and budget documents in camera-ready format for submission by OSP to the Governing Bodies; reviews, to ensure coherence with internal policies and guidance from governing bodies and supports coordination of their translation and dispatch.• Analyses, supports and extends policies and procedures to achieve full cross-organizational and inter-agency collaboration on Governing Bodies matters.• Plans, organizes, supervises and evaluates the work of staff assigned to support these functions.• Performs other related duties as required.______________________________________________________________________________________________________CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements• Advanced university degree in business or public administration, finance, economics, agriculture, development economics, international development or a related field.• Five years of relevant experience in planning, monitoring and evaluation and business process analysis.• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).Competencies• Results Focus• Teamwork• Communication• Building effective relationships• Knowledge Sharing and Continuous ImprovementTechnical/Functional Skills• Work experience in more than one location or area of work, particularly in field positions, is desirable.• Extent and relevance of experience in collecting and analysing information from textual, database and human sources.
• Extent and relevance of experience in analysing strategy and policy issues, including servicing of Governing Bodies or Committees.• Familiarity with relevant computer tools for analysis and communication.• Ability to analyse complex strategy and planning issues and to integrate them into related business processes and procedures.• Proven track record of leading and contributing to Governing Body processes.• Ability to manage a multidisciplinary team.• Working knowledge (proficient - level C) of another FAO official language (particularly French or Spanish) is considered a strong asset.• Understanding of FAO policies and programmes is considered a strong asset._________________________________________________________________FAO staff are expected to adhere to FAO Values of Commitment to FAO, Respect for All and Integrity and Transparency._________________________________________________________________ GENERAL INFORMATION Extension of fixed term appointments is based on certification of performance and availability of fundsFAO reserves the right not to make an appointment.Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
