New hires are eligible to apply 30 days after their effective date of hire.COMPENSATIONEarnings Potential : $183,831 - $ 241,278Hay Points: 1868Overtime Eligibility: Not eligible for paid overtime in accordance with FLSARESPONSIBILITIESMTA Bridges and Tunnels manages and operates nine inter-borough crossings (seven bridges and two tunnels) in the NYC Region and Manhattan's Central Business District Congestion Relief Zone. The Senior Vice President (Tolling Management) is the h ighest executive level position in the Tolling Management program/department, with independent, significant decision-making authority for department policy, strategy, governance, staffing, budget, and expenditures.At the Senior Vice President level, the incumbent is responsible for leading and overseeing all aspects of tolling management operations with meticulous attention to detail and strategic foresight:Tolling Management Oversight:• Ensure safety, quality, risk management, and commercial viability of the Tolling Management program/department for TBTA and CBDTP.• Coordinate agency input into capital projects, ensuring successful completion while prioritizing safety, security, and minimizing operational impacts.• Collaborate with MTA HQ partners to ensure seamless agency operations and manage special projects as requested.• Represent the agency before various stakeholders, including elected officials, regulatory entities, and industry partners.• Exercise delegated authority from the COO and oversee vendor contracts.Strategic Leadership and Collaboration:• Act as the primary representative of TBTA on the Interagency Group (IAG), fostering collaboration and coordination with key stakeholders.• Collaborate closely with Revenue Recovery teams to identify and mitigate instances of unbillable and unpaid transactions, safeguarding revenue streams.• Direct and supervise staff, overseeing their performance, development, and any organizational restructuring initiatives.• Cultivate a collaborative and accountable team environment, fostering innovation and continuous improvement while ensuring alignment with departmental goals and objectives.Cashless Tolling Operations:• Spearhead the management of cashless tolling operations, ensuring seamless functionality and efficiency.• Oversee the intricate network of roadway systems, back-office operations, and customer service to uphold high standards of service delivery.• Develop and implement comprehensive discount, rebate, and exemption plans to accommodate diverse customer needs and promote user satisfaction.• Conduct regular reporting and analysis to assess tolling strategies' effectiveness and make data-driven decisions.• Utilize advanced traffic and revenue modeling techniques to optimize toll rates and maximize revenue generation.• Lead the planning and implementation of toll adjustments based on thorough analysis and market trends.Procurement Planning and Oversight:• Provide strategic direction in procurement planning, ensuring adherence to regulatory requirements and best practices.• Oversee project management for tolling-related initiatives, ensuring timely and cost-effective execution.• Oversees the independent Toll Payer and Congestion Relief Zone AdvocatesPerformance Management and Reconciliation:• Monitor tolling systems' performance and associated infrastructure, implementing corrective measures as needed.• Conduct thorough reconciliation of tolling transactions to ensure accuracy and integrity of financial records.QUALIFICATIONSBachelor's in Engineering, Systems, Technology, Finance, Project Management, or Planning preferred.Must have a minimum of twenty (20) years related experience, including at least twelve (12) years in a management or supervisory role in a large, multi-faceted organization.An equivalent combination of education and experience may be considered.Significant experience in program management for large government agencies or businesses, with complex systems preferred.Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.Excellent communication and interpersonal skills.Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.Demonstrated ability to effectively work in a high profile, high pressure environment.Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.Must possess excellent team building, listening, problem solving, and prioritization skills.Proficient in Microsoft Office Suite and document management software.Unrestricted driver's license in New York StateAbility to respond to any authority location on a 24/7 basis when required.OTHER INFORMATIONMTA Bridges and Tunnels is governed by the Civil Service Rules and Regulations administered by the Department of Citywide Administrative Services (DCAS).Also, pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").HOW TO APPLYMTA employees must apply via My MTA Portal (http://www.mymta.info/) .
