Among others, this includes coordinating the development and maintenance of corporate tools and standards, ensuring humanitarian policy coordination and knowledge sharing, liaison with the Inter-Agency Standing Committee and humanitarian resource partners, co-leadership of the global Food Security Cluster with World Food Programme, and ensuring organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization's programme to increase the resilience of livelihoods to food and agriculture threats and crises.
Reporting Lines The Consultant will report to the Emergency and Rehabilitation Officer within the Resource Mobilization and Communication team of OER.
Technical Focus The Consultant will contribute to expand and strengthen relationships within an assigned portfolio of resource partners supporting FAO's emergency and resilience programme. This area of work covers resource partner liaison, grant management and providing related guidance, intelligence and capacity support, working closely with FAO HQ and decentralized offices.
Tasks and responsibilities • Support liaison with resource partners from an assigned portfolio to coordinate, facilitate and enhance resource mobilization opportunities and strengthen the partnership;
• Advocate for support to FAO's emergency and resilience activities, including multi-year, unearmarked and flexible funding through FAO's Special Fund for Emergency and Rehabilitation Activities (SFERA).
• Share donor intelligence, and contribute to developing strategic donor engagement plans and their execution;
• Be knowledgeable of resource partners' rules and regulations, strategic priorities, funding streams, visibility and reporting requirements and advise concerned staff in HQ and decentralized offices;
• Advise decentralized offices on donor requirements for project formulation and implementation, and provide donor-specific guidance throughout the project cycle, including on non-standard financial reporting where required;
• Manage and coordinate global/Macro grant/multi-year submissions, and finalization of contribution agreements (e.g. with Japan, OFDA, Sida, global SFERA submissions);
• Prepare and negotiate funding agreements and related agreements in full compliance with the policies, procedures, rules and regulations of FAO, including in full compliance with the FAO Financial Rules and Regulations, and consult the Resource Mobilization Division (PSR) for any non-standard funding agreements.
• Review contribution agreements and obtain internal clearances to submit them for signature by the Deputy Director-General or process Delegation of Authorities, as appropriate;
• In close collaboration with other OER teams, monitor project delivery, cash deficits, reporting deadlines, and assist in the FPMIS project opening process, as required;
• Maintain an updated overview of pipeline funding of respective donors;
• Provide up-to-date information on specific donors to OER Communication team members to contribute to the development and updating of donor briefs/presentations, visibility packages and strategic partnership reports developed for resource partners;
• Contribute to meetings with specific donors and prepare briefs and talking points;
• Provide tailored support to country offices in resource mobilization, including through requests for duty travel or remote surge support;
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements
• University degree in a subject related to the work of the Organization.
• At least 1 year (Category C) or 5 years (Category B) of experience in resource mobilization, programme management, partnerships, communication and advocacy, solid understanding of the humanitarian context;
• Working knowledge (level C) of English and limited knowledge (level B) of another official language of the Organization (French, Spanish, Arabic, Chinese or Russian). For PSA, working knowledge (level C) of English.

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions, is desirable;
• Experience in the field of resource mobilization and programme management, preferably in humanitarian settings;
• Ability to write clearly, concisely and effectively;
• Work experience in the areas of advocacy and communication is considered an asset;
• Knowledge of UN or standard operational rules and procedures and project/programme administrative management procedures is considered an asset;
• Experience in budget development and monitoring, as well as in funds tracking and analysis is desirable.
• Ability to work independently, under time pressure and meet deadlines;
• Thoroughness and reliability, sense of diplomacy and tact.
