OverviewGovCIO has an exciting opportunity to provide Energy Program Support services to assist the NAVFAC Installation Energy Manager (IEM), Regional Energy Program Manager, and NAVFAC Publics Works Energy Product Line (PW8) to achieve a robust energy management program through accomplishing actions/projects by adhering to energy laws, regulations, policies, directives and goals.Resource Efficiency Managers (REM) will assist the NAVFAC Installation Energy Manager (IEM), Regional Energy Program Manager, and NAVFAC Publics Works Energy Product Line (PW8) to achieve a robust energy management program through accomplishing actions/projects by adhering to energy laws, regulations, policies, directives and goals.
The successful candidate will develop and assist with the implementation of actions/projects in support of facility maintenance, repair, and construction activities, including providing design review comments; project and program management support; identification of energy savings projects, construction coordination and oversight; and other support activities to ensure efficiency, renewable, resilient and net-zero energy and water measures are incorporated into all actions.This position will be located at Capodichino Base in Naples, Italy.
Personnel are expected to work 30% - 40% at home base (Naples, Italy) and approximately 60% - 70% at the other installations.ResponsibilitiesREM support services will include, but are not limited to Planning, development, execution and project/program analysis with Energy Program Selection Process (EPSP), Energy Savings Performance Contract (ESPC) projects, Energy Resilience and Conservation Investment Program (ERCIP) projects, projects, Power Purchase Agreements (PPA), Electric Vehicle Supply Equipment (EVSE) projects, 2912 Program, Renewable Energy projects, Facilities Related Control Systems (FRCS) programs, Smart Grid Program, Microgrids, Battery Storage and energy audits.Assist with promotion, education, and adoption of energy and water resources conservation and management activity assistance necessary to optimize the use of utility resources, including but not limited to natural gas, electricity, solar, geothermal, water, wastewater, wind, and other energy/utilities.Assist with energy and water plans such as the Installation Energy Programs Summary (IEPS).Support NAVFAC EURAFCENT with facility audits (for top 75% facility usage as per, Energy Independence and Security Act (EISA 2007), energy and water project feasibility, development, analysis and measurement & verification of savings, alternative financing project facilitation, demand-side cost reduction, energy awareness promotion, O&M efficiency enhancement, and new technology utilization especially involving renewable energy sources and microgrids.Develop innovative energy security EPSP projects (ERCIPs and 2912) to address energy security gaps to meet Navy Command Mission Assurance Flags and equity with prioritized solutions (i.e., microgrids, battery energy storage systems, clean energy and energy infrastructure projects (EV) and in alignment with Installation and Regional Leadership.Conduct Facility Audits to meet the top 75% Usage Requirement.
Document recommended Energy Conservation Measures and recommended Energy Projects based on Audits.Recommend projects to upload to the Project Management Module (PMM) within the IEPS Tool Suite.
The outcome of this effort will be a recommendation for energy security projects meeting the PMM requirements (eROI of 1 or higher) Savings.Develop cost estimates consistent with the Cost Estimate Classification System by AACE 56R-08, Estimate Class 4 L -10% to -20% and H +20% to +30% that can be submitted for annual Energy Project Selection Process submittals.Develop project documentation and financial calculations justifying project viability.Identify projects to be implemented, prioritization of projects, anticipated time of implementation, and a strategy for the implementation.
The strategy will address military construction funding, direct operation and maintenance funding, utility modernization funds, Energy Savings Performance Contracts (ESPC), Energy Resiliency Conservation Investment Program (ERCIP), various Department of Energy funding mechanisms, potential grant money, and other opportunities from available sources.Contribute to the development and sustainment of a comprehensive Energy Awareness program, which encompasses Building Energy Monitor (BEM) training, publicity, and incentives.Help plan and carry out continual energy awareness activities and implement an energy suggestion program.Assist in preparation of an annual energy report and nominations for energy awards from higher headquarters.Investigate current meter data for water, electricity, natural gas, and fossil fuels on a regular basis.Use information management systems including AMI and Smart Grid resources, spreadsheets, meter and billing databases, and expertise to identify and help correct anomalies in facility energy use.
Anomalies may include unexplained electric demand spikes, deviations from recent and last year's consumption patterns, unusual load curves, unusually high-energy use per square foot and similar indicators.Work with installation personnel to field check, diagnose such problems, and determine energy cost savings that can be realized upon correction.Maintain awareness of ongoing ESPC and/or Demand Side Management (DSM) activities to prevent the duplication of efforts.Clearly document the savings associated with the measures.Investigate energy security and saving opportunities at the installation with the goal of identifying and recommending energy projects, programs, and initiatives.Consider upgrading equipment, replacing equipment, revising maintenance practices, optimizing facility operations, or other means to minimize utility costs.Prepare project implementation packages including ASHRAE level 2 energy audits and any required energy analysis using spreadsheets and government energy accounting software to document energy savings and perform an economic analysis for proposed energy efficiency measures in accordance with the requirements outlined in the most current version of NIST 135.Coordinate this effort with any ongoing ESPC or FEOC (Facilities Energy Operations Center) activity to prevent the duplication of effort.
The Contracting Officer and the Installation Energy Manager (IEM) shall approve the method of identifying the savings.Support NAVFAC and its Clients with identifying, defining, scoping, estimating, and developing energy-focused job packages for both contracts and in-house execution and additional energy related consulting services.Physically inspect facilities and take inventories of equipment, control systems, networking devices, and communication cabling and shall compile reports, compare data on systems to field verified data, and correct discrepancies.QualificationsHigh School with 3 - 6 years (or commensurate experience)Required Skills and ExperienceEU Citizens and citizens of countries in the European Economic Area (EEA): Technical and practical knowledge and experience (at least 3 years) as an energy manager on Department of Defense or similar government facilities.US citizens must meet USSSO/DOCPERS min requirements to meet entry requirements:Bachelor's degree in a related field; orAssociate degree in a related field and four years of recent specialized experience; orA major certification and six years of recent specialized experience; orA high school diploma and eight years of recent specialized experience;Certified Energy Auditor (CEA) or Certified Energy Manager (CEM) or at least six months experience on a US military base working as an Installation Energy Manager (IEM) or Resource Energy Manager (REM).
CEA or CEM required within six months of contract start date.Experience, ability and understanding of energy resiliency, reliability, and efficiency principles and practices applicable to facilities, major energy construction projects, technical engineering drawings and specifications, written statements of work, complex and diverse engineering designs and changes to the contract documents consistent with the requirements of the US Navy and DoD.Experience and ability to monitor energy consumption and audit facilities, and develop reports successfully with respect to schedule and budget.Ability to read, write, and speak fluent English (Common European Framework of Reference for Languages (CEFR) C1 level preferred but minimum B2) in order to report on progress and outcome of technical assignments and to present recommendations to government personnel.Proficiency in Microsoft Office software and Adobe Acrobat.Training and knowledge of IEPS, DUERs, NSGEMs, widely used/accepted energy modeling packages and other Navy energy platforms is desired.Ability to perform moderate activity while working indoors and outdoors and working on active construction sites.Successful completion of background investigation and any administrative vetting actions required to access EURAFCENT Region bases.Preferred Skills and ExperienceClearance Required: Public Trust
