The CPIU-IFAD is implementing two ongoing projects RRP (IFAD VII) and TRTP (IFAD VIII). The Government of Republic of Moldova has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of The Rural Resilience Project (RRP) and intends to apply part of the proceeds for the recruitment of consulting services provided by an individual consultant as part of the position of Procurement Consultant. In this regard, the CPIU IFAD intends to recruit a consultant to manage the implementation of RRP procurement activities. The consulting services assignment is to contract an individual specialist to implement procurement activities within the RRP Project with a particular focus on procurements for civil works, goods, consulting, and non-consulting services, in accordance with the IFAD Procurement Guidelines. Interested consultants shall not have any actual, potential, or reasonably perceived conflict of interest. Consultants with an actual, potential, or reasonably perceived conflict of interest shall be disqualified unless otherwise explicitly approved by the Fund. Consultants are considered to have a conflict of interest if they a) have a relationship that provides them with undue or undisclosed information about or influence over the selection process and the execution of the contract, or b) have a business or family relationship with a member of the client's board of directors or its personnel, the Fund or its personnel, or any other individual that was, has been, or might reasonably be directly or indirectly involved in any part of (i) the preparation of the REOI, (ii) the selection process for this procurement, or (iii) execution of the contract. The shortlisting criteria are: Criterion Weight A minimum of a first university degree in procurement, engineering, economics, finance, law, business administration, public administration, or another relevant field 10 Participation in specialized procurement international training courses in the last 5 years is advantageous 5 2. Specific previous experience in the field for vacant position: At least 5 years of professional experience in procurement or donor-funded project implementation covering works, goods, non-consulting, and/or consulting services 20 At least 3 years of experience in international funded project procurement in all categories of procurement is an advantage 10 Experience in research, training, education, consultancy in procurement fields is advantageous 5 3. Language skills: Fluency in English and Romanian and good in Russian 5 4. Excellent Computer management skills especially in the use of office productivity tools 5 5.
