**Mission/Position Headline**
As the Project Proposal Manager (or "Inland Lead") is tasked with aligning sales strategies and crafting project management proposals for new business opportunities. With my client expanding into offshore markets beyond China, this role is pivotal in supporting the sales process, initially focusing on EXW (Ex Works) or CIF (Cost, Insurance, and Freight) project scopes, with potential for scope expansion as expertise grows.
This position requires the coordination of efforts with both internal stakeholders and clients during the sales phase to ensure the planning and delivery of proposals that are not only accurate and cost-effective but also position my client as a competitive contender in the market, while ensuring the capability to execute projects successfully.
**Areas of Responsibility**
General
- Responsible for managing the project management proposal during the sales phase.
- Acts as the primary customer contact for project management proposals.
- Coordinates and liaises with internal departments, including sales, solutions, and project delivery, as part of the sales process.
- Ensures accurate identification, assessment, and quantification of all potential risks and opportunities related to the project scope.
- Facilitates a smooth transition to the project execution team.
- Develops cost-effective strategies for sales projects and presents to clients when necessary.
Project Proposal Management
- Collaborates with solution teams and purchasing to create a comprehensive sales project proposal that encompasses:
- Execution strategy
- Transportation from factory to site, including route assessment
- Installation, testing, and commissioning interface management
- Tower solutions, including non-standard options like hybrid towers
- Contract reviews and approvals
- Tender documentation preparation for bidding
- Project scheduling
- Balance of plant interface management
Market Analysis
- Monitors and tracks competitiveness in project proposal scopes.
- Performs cost analyses and establishes benchmarks for continuous improvement.
- Develops risk management strategies to address potential market changes.
- Provides feedback to the company's solutions department on cost-saving measures.
Supplier Development
- Assists purchasing in fostering and maintaining supplier relationships.
- Ensures contracts and technical terms, with legal department support, are advantageous and appropriate for the project.
- Conducts supplier technical concept reviews post-contract completion.
Project Procurement
- Supports procurement efforts for vessels, cranes, installation, and logistics to ensure tender documentation and bids are accurate.
Cranage and Installation and Logistics Solutions - Onshore
- Stays informed about logistics and crane equipment available for the onshore wind industry in various European countries.
- Works with the technical team to develop cranage and installation solutions that maximize budget efficiency.
Logistics and Crew Transfer Solutions - Offshore
- Keeps abreast of logistics available for the offshore wind industry in different sales regions.
- Collaborates with the technical team to create logistics solutions that optimize project budgets.
Contract Closure and Handover
- Aids in contract negotiation and closure processes.
- Hands over project management solutions to the delivery team post-contract signing.

**Required Knowledge / Experience**
- Degree in relevant engineering qualification
- Minimum 10 years' experience in project or proposal management
- Experience in offshore wind farm project sales, transport, cranes or management is mandatory
- Excellent IT skills including MS Office/Sharepoint
- Excellent communication skills in English is essential, both verbally and written
Pay: €100,000.00 - €150,000.00 per year
