Project Control Manager leads the project control team and coordinates the overall project control activities of any size/complexity, including Turn Key projects, in full compliance with the contractual requirements following Company standard methodology, the Company's quality requirements and Project Director/Project Manager instructions.
Main Activities & ResponsibilitiesIn particular, the Project Control Manager is responsible:
To prepare - for its area of responsibility - and to collaborate to the definition of the overall Project Execution Plan of the project with Project Director/Manager and involved project key personnel, such as Procurement Manager, Construction Manager and Project Engineer Manager (not exhaustive);To monitor the Project Execution Plan application throughout the entire project life to reach the proposed target;To create and maintain, with the cooperation of and coordinating the Project Control Engineers (cost control, planning and document control engineers), the project control procedures, guidelines and project control standards of the project;To co-ordinate the finalization and implementation of the project WBS (Work Breakdown Structure), involving Project Director/Project Manager and involved project key personnel, such as Project Engineering Manager, Project Procurement Manager, Site Manager and Commissioning Manager, so guaranteeing the overall consistency and feasibility of the WBS in accordance to the contractual requirements;To be fully proficient and autonomous in the use and co-ordination amongst the Project Control Engineers of all the necessary Company Tools such as Primavera P6, Project Objects, SAP, Milemate!, Primavera Schedule Risk Analysis, Acumen Fuse, TPMS, etc;To support the preparation of the Hand-over package with the Project Contract Manager and Proposal Manager and to coordinate and initiate together with the Project Director/Project Manager the "Handing over Meeting" with the involved project key personnel and Commercial Division for the endorsement of the Project Execution Strategy, Stakeholder analysis and Project Risk Analysis developed during the Execution Phase, Final Estimate / Schedule to generate the Original Budget according to the Company's procedures;To prepare and properly fill the "Project Control Check list" format for further distribution to the Project Team Members;To coordinate the preparation of the "Top-Down Schedule" and project schedules at different levels of details, as appropriate, involving project key personnel, such as Project Director/Project Manager, Project Engineering Manager, Project Procurement Manager, Site Manager, Commissioning Manager. The schedules will be usually supplemented by narrative/basis of assumptions, progress curves and manpower histograms, as appropriate. Such schedules, after Project Director/Project Manager and Client's approval will be frozen as Project Baselines;To lead and periodically organize the "Project Planning and Progress workshops" according to the Company procedures;To represent towards the Company, the Client and the internal stakeholders the single point of reference for all the Project Control activities together with the Project Director/Project Manager;To ensure the routine control activities for the project aimed to achieve the completion time as per baseline, anticipating any possible adverse trends affecting the targets and suggesting remedial actions to the Project Director/Project Manager and to the involved Project Key members;To ensure the overall project control among the operational centres (other companies of the group, vendors, sub-contractors, partners, site) involved in the project control activities of the project;To perform in collaboration with Project Director/Project Manager and involved project key personnel such as Project Procurement Manager, Subcontracting Manager, Site Manager, Commissioning Manager and Project Engineer Manager the cost control of the Project to ensure profitability, as per the original budget;To conduct Original Budget preparation by coordinating Project Control resources and by facilitating the necessary inputs receipt from Commercial Dept.;To periodically conduct quantities variation assessment/analysis in order to re-evaluate time and cost forecast;To lead Project Control setup activities, negotiating with Client/Stakeholders methodologies and formats to be used;To assist and support Project Manager/Director's decision with the necessary information/trends;To timely raise alert when project control indicators show remarkable trends;To evaluate the scope changes, design modifications and Contract variance in terms of time and cost supporting Contract Manager in preparing the Change Orders towards the Client.
