Description
In line with its overarching mission to reduce poverty, the World Bank is engaged in facilitating the production and use of household and agricultural survey data for evidence-based policymaking. To design and implement new programs in support of the Sustainable Development Goals (SDGs) 2030 Agenda, governments and the global community will require more data, cheaper, and of better quality. Food security, agricultural development and sustainable use of natural resources are at the center of the 2030 Agenda.
In this context, the World Bank is working with international organizations and development partners in supporting countries in the production of more and better survey data by improving survey methods, supporting data collection and building analytical capacity to use data effectively in support of evidence-based policy-making.
By strengthening the capacity of national statistical systems to produce high-quality and timely agricultural data, the main objective of the Initiative is to achieve by 2030 sustainable data systems owned and operated by the Initiative's 50 partner countries. In particular, the 50x2030 Initiative aims at scaling up the use of integrated surveys on agriculture and will support countries towards the implementation of an integrated agricultural survey program tailored to the country's needs, wishes, capacity, and potential for technical and financial take-over by the respective governments.
The harmonization of the Initiative's activities is ensured through the services of a strong coordination mechanism, the Program Management Team, that is established in Rome, and managed by a Program Manager. The Program Management Team is tasked to implement the directives and vision of the Partnership Council whose aim is to give strategic guidance to the successful achievement of the Initiative's objectives and scope.
Within this context, the World Bank is looking for a Program Officer with strong partnership management and organization skills to join the Program Management Team of the 50x2030 Initiative.
Duties and Accountabilities:
Under the leadership and supervision of the Program Manager, the Program Officer will be tasked with the following:
Contribute to the coordination of the country engagement and onboarding processes, including inception missions, negotiation of memoranda of agreement and project agreements with the partner governments, budgets and co-funding for the country programs consistent with Bank and implementing partner country frameworks and strategies.
- Develop the 50x2030 Initiative's work plans, project documents, concept notes and operation manuals across the three Initiative components
- Collaborate and coordinate with the WB projects' Task Team Leaders (TTLs) to ensure that the 50x2030's activities are harmonized and well-coordinated with Bank's operations
- Contribute to the negotiation and drafting of partnership agreements, project documents, Memoranda of Understanding, etc.
- Contribute to the International Development Association's (IDA) resources mobilization.
- Ensure information relevant to the planning, implementation and monitoring of activities across the implementation agencies, the Partnership Council, the participating countries, and the Program Management Team are shared and managed efficiently
- Contribute to the preparation of reports, analyses and reviews related to the implementation of the initiative, and support other planning and reporting activities of the Program Management Team
- Perform other related duties, as required
Selection Criteria
- Master's degree in Economics, Political Science, International Relations, Development Management, Public/Administrative law or other related fields.
- At least five years of relevant experience in capacity development, program coordination, and strategic planning
- Experience in working on statistical capacity development with developing countries, working within a multi-partner Secretariat highly desirable
- Demonstrated ability to lead and manage complex relationships with partners, colleagues and content experts and contribute to strategy development.
- Proven record of development and implementation of complex strategic plans
- Proven knowledge and experiences in public data governance and national statistical systems, especially in LMICs.
- Proven ability to rapidly analyze diverse information from varied sources and to learn, adapt, and to be innovative as multi-partner engagement challenges arise.
- Self-motivated, creative, with excellent organizational skills and proven ability to perform multiple tasks and to work in a multi-disciplinary team-oriented and dynamic environment.
