For the GS 12, Specialized experience can be defined as: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes with knowledge in Interagency (IA) planning with one or more years of experience with the following: DoD serving in Interagency or embassy support roles.
US Agency for International Development (USAID), Department of State (DoS), Intergovernmental Organizations (IGO), Non-governmental Organizations (NGO), Multinational Organizations, or other US Agency with international experience, to include serving in an US Embassy in oversees locations.

Pay retention will not be offered as an incentive for employees moving between overseas positions.Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc.
