Network & Links Internal Construction and Installation/T&C Managers Quality / Health, Safety & Environment (HSE) / OPC Managers Plant & Tools Fleet Managers in Central or Regions External Suppliers of Plant, equipment, spare parts and company of mechanics, hydraulic engineers Sub-contractors Customers Auditors and/or Assessors MAIN RESPONSABILITIES Key accountabilities Manage the Plant & Tools Fleet of a project, in particular for heavy or specific construction equipment, to enable the best availability of the Plant and tools in the optimal conditions: performances, quality and health and safety.
The Plant & Tools Manager provides expertise to the Installation and Construction Managers by proposing good solutions for Plant & tools considering installation/construction on-site constraints (accesses to the worksite, storage areas, etc.
), techniques, phasing, HSE, etc.
The Plant & Tools Manager participates to the Construction/Installation core team meeting and report – weekly / monthly -on progress and Quality Cost Delivery (QCD) KPI.
The Plant & Tools Manager makes sure that Permit of Work, storage areas and accesses are available and validated with the Customer &/or the Authorities.
The Plant & Tools Manager identifies critical equipment, consolidates the needs, the life cycle cost of the equipment and the status of the project fleet, and studies rental possibilities.
The Plant & Tools Manager realizes the business cases and prepare the Capex documents for new investments if required and manages the procurement of new Plant (RFQ definition, Offers analyses, Factory Acceptance Tests, Test & Commissioning) The P&T Manager manages the rental contracts and conditions (internal with other Alstom sites or external with suppliers) and the associated transportation's documentation.
The Plant & Tools Manager prepares the documentations and equipment to get their local homologation and certification if required.
The Plant & Tools Manager defines the service and maintenance processes and the QA/QC system and implement them on site, to maintain the highest level of Plant, machines and tools availability, in line with the installation/construction work method statements, and the Time Schedule in place.
During the installation/construction, the P&T Manager is required to organise the Plant & tools allocation, in a competent and consistent way, so that all key activities are properly controlled.
The Plant & Tools Manager recruits his team (P&T technician, mechanics, etc.)
and manages the people in term of assessment, skills, training, team spirit, etc.
The P&T Manager is responsible of the teams and subcontractors works (mechanics companies, etc.)
in compliance with Alstom HSE and local rules.
The P&T Manager is responsible for his budget and the P&T maintenance and storage areas Quality Plan & HSE Plan plans implementation.
Delivery Monthly Cost report Service and maintenance processes and the QA/QC system.
Weekly Quality report based on the NCR analysis and the Quality Control reports Weekly Hourly report of the construction team.
Follow-up and analysis of the Plant and tools consumption (fuel, spare parts, etc.).
Business cases and Capex file for new Plant acquisitions RFQ and Inspection & Test Plan (ITP) Documents for new Plant He/she must be based on-shore, on site, typically in the Project Leading Unit.
Performance measurements Level of availability of the Plant, machines and tools Client complaints follow-up (non-conformity forms) Costs (QC, Cost of Non-Quality, etc.)
MAIN REQUIRED COMPETENCES Educational Requirements Mandatory Mechanical/Electrical Engineer diploma or master's degree Certification on Railway Safety Certification on Site EHS management Experience Mandatory Minimum 5 years, as site manager, in construction activities.
Validated experience in railway Plant & Tools Management.
Knowledge of Track and Catenary construction equipment and railway equipment.
Perfect knowledge in thermal engines, hydraulic, electromechanical and pneumatic systems and adequate maintenance plan.
Good knowledge of HSE standards and ergonomic constraints.
