**Job Title**: O&M Contract Maintenance Manager - Government Services (O&M) - Aviano Air Base, Aviano, Italy
**General Summary**
Position works under the general supervision of a Senior Level Operations Manager and is typically assigned difficult projects and performs a variety of O&M project management functions on activities associated with assigned O&M assignments.
This job is considered an upper-level project manager position and may be responsible for managing trades, craft, and staff positions or sub-contractors as required.
**Essential Duties and Responsibilities**
- Management of Operations and Maintenance contract in healthcare facilities with supporting buildings to maintain and operate facilities and utility systems.
- Perform operations and maintenance functions including planning, directing, and budgeting for assigned contracts.
- Perform O & M Management administration functions, handling a variety of actions and problems relating to assigned contracts.
May prepare and analyze project fund status reports, review billing procedures and contractual requirement submittals.
- Monitor management plans designed to accomplish contractual objectives and provide direction and support to subcontractors, support staff, trades and crafts.
- Responsible for monitoring budgets on assigned contracts.
- Reconcile inconsistencies between proposals and new projects and analyze the effects of proposed contract changes.
May provide management assistance with the coordination and negotiation of contract changes.
- May prepare customer correspondence concerning contract commitments, modifications, and modifications.
- May be required to negotiate CBAs with local unions.
- Prepare, review and submission of all required contracting/Corporate reports and deliverables
- Responsible for keeping current on government regulations and commercial trends.
Monitor contract compliance requirements to ensure compliance with Service Contract Act, Davis Bacon Act and other Federal regulations as required.
- Responsible for safety of all personnel on job, including sub-personnel, compliance with environment standards and quality of work performed.
- Maintain relationship with labor union contacts and determine how to handle grievances.
- Research and address customer and employee complaints.
- Participate in long range planning of facility maintenance activities.
- Responsible for scheduling of work to be performed.
- Other duties as assigned.
**Knowledge, Experience and Skill Requirements**
- Qualified in the field of Healthcare Facilities Management.
- Minimum five (5) years of experience in medical/health care in a bedded-inpatient medical facility operations and maintenance.
- Minimum five (5) years' experience servicing and/or renovating commercial buildings, including supervision of a diversified work force responsible for operations, maintenance and repair of commercial building infrastructure systems.
- Familiarity with the various codes and standards applicable to the O&M tasks covered by the PWS, TJC, NFPA, EPA, and OSHA codes and standards.
- An American Society for Healthcare Engineering (ASHE) Certified Healthcare Facility Manager (CHFM) certification is desirable.
- 5 years' experience with The Joint Commission compliance (maintenance and documentation (including all DMLSS work requests and all supporting testing/certification/verification (in-house or subcontracted) documentation) requirements for Environment of Care (EOC) and Life Safety (LS) compliance) as required for healthcare facilities.
- Ability to read, write, speak, and understand English at Level III proficiency.
- Ability to communicate in Italian at a Level III proficiency.
- Excellent management and employee relations skills.
- Excellent verbal and written communication skills.
- Ability to handle sensitive and confidential matter.
- Ability to work independently and recommend solutions to problems.
- Knowledge of Microsoft Word, Excel, Access, PowerPoint and Projects.
- Superior attention to detail.
- Ability to work in a fast-paced environment while attending to multiple tasks and demands.
- Ability to travel 10-20% of the time.
**Physical, Environmental and Sensory Requirements**
- Position works in office areas as well as throughout the healthcare facility.
- Physical demands include intermittent sitting, standing, and walking, and occasional bending, reaching, and lifting.
- Moderate exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc.
but not to the point of being disagreeable.
Pay: €143,542.50 - €153,112.00 per year
