HSE tasks: Demonstrate exemplary behavior with regards to HSEImplement HSE requirements within the Project Control area.Responsibilities: The service holder is responsible for the preparation, coordination, and controlling of all activities related to Budget and Cost Management for the FPSO during the Engineering, Procurement, Supply, Construction, Commissioning, and Installation phases, i.e.:
Coordinate with project cost control and package cost control engineer and other stakeholders from C&P department regarding the effectiveness of the UNISUP system, Purchase Requests, Purchase Orders, Contracts (and Call-off) for the FPSO package external services.Monitor the process and record if needed into the UNISUP system the performances on commitments, relevant accruals, updated payment schedules, invoices, and cost control issues, as required.Close out in UNISUP the commitments according to accounting and SOX procedures.Prepare the various budgets and successive updates (Multiyear Budgets) with inputs from the FPSO Package team during periodic budget sessions.Lead the package cost forecast (EFC) activities following the different payment terms and associated risk of volatility.Contribute and participate in the strategic discussion to anticipate cost impact and integrate them into the EFC if any.Ensure the invoicing process is well elaborated and applied to respect payment terms for the main EPSCC contractor and other PO's under the responsibility of the FPSO package.Develop, at FPSO Package level, specific instruction(s) and procedures regarding budget and cost control, as necessary.Lead the preparation and issuance of the Cost Control reports highlighting the FPSO costs trends and drifts, proposing corrective measures or actions.Prepare the cash flow estimate and final forecast costs.Participate in the budget preparation and update data on a regular basis.Monitor and assess commitments, variations, and value of work done.Develop a WBS and CBS cost breakdown structure.ACCOUNTABILITIES: Timely conduct and delivery of the specific work scopes and tasks allocated.Compliance with Company's safety culture (HSE); Sustainable Development Goals; Fundamental Principle of Purchasing; Ethics; Anticorruption.QUALIFICATIONS AND EXPERIENCES: Qualified Contracts engineer for the management of EPC/EPCC construction contracts.Very strong knowledge in construction law and proven experience in management of Oil & Gas project construction and installation contracts from pre-award to final account, preferably on offshore/subsea packages.Diploma: Master in Construction Law, Business, Qualification in Engineering / Construction Science would be a plus.Professional experience: 15 years, with a minimum of 10 years in a similar position.Knowledge in contract administration, negotiation, monitoring of EPC/EPCC Oil & Gas Projects.Leader in managing resources, direct reports, and shared resources; team player, transversality minded.Pragmatic, problem solver, solutions maker / coordination and control.Language: Very good command of the English language.CONTEXTE AND REQUIREMENT: Mozambique LNG is emerging as a future leader in the global LNG industry as it works to develop an LNG facility on the Afungi peninsula in Cabo Delgado province.
