**BACKGROUND AND PURPOSE OF THE ASSIGNMENT**:
The United Nations World Food Programme (WFP) is the world's largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.
WFP has more than 20,000 dedicated employees globally, most of whom work in field location.
Internal Communications and Engagement unit (ICE) of the Communications, Advocacy & Marketing Division (CAM) plays a key role in empowering employees to deliver on and support the organization's mission to achieve Zero Hunger.
We are currently seeking a consultant to lead overall strategic planning and coordination in our Internal Communications and Engagement unit.
The consultant, under the supervision of the Head of Internal Communications and Engagement unit, is responsible for supporting the Head of Unit in overall strategic management and planning, as well as coordination with other divisions, Regional Bureaux and Country Offices, as well as monitoring and evaluation.
**ACCOUNTABILITIES / RESPONSIBILITIES**:
- Support the Head in the overall strategic planning, including through development and deployment of fitting channels and tools;
- Support the Head in coordination with OED in strategic planning and delivery of the ED's internal communication and engagement with employees;
- Serve as focal point for coordination, liaising with various teams within CAM and client divisions in HQ, regional and country offices, to ensure agreed activities are carried out and delivered on time and to required quality;
- Support the Head in strategic planning for mainstreaming the voices of field employees in internal communications;
- Supporting the preparation of relevant staff engagement surveys, analysis of results and communication to colleagues;
- Advising and supporting colleagues and key stakeholders on internal communication challenges and opportunities - offering suitable, engaging, achievable and measurable solutions;
- Maintaining and updating the communications network database;
- Assisting in the organisation and running of events, including fortnightly business meetings, annual business conference, leadership events and internal communications roadshows to stores;
- Measuring the effectiveness of internal communications activity.
Coordinate and deliver the monitoring and reporting of ICE activities through established key performance indicators (KPIs);
- Perform other timely tasks, as required and requested by the Head or CAM.
**DELIVERABLES**:
- Internal Communications and Engagement Strategy/Plan revised/updated;
- ED's internal communications and employee engagement developed;
- Internal Communications and Engagement joint workplans developed with relevant internal clients;
- Internal communications network with communications focal points at various divisions at HQ, Regional Bureaux, and County Offices established;
- Streamlined internal communications processes, SOPs and core guidance documentation, including messaging;
- Regular reporting on ICE's progress vis a vis KPIs.
**QUALIFICATIONS AND EXPERIENCE REQUIRED**:
**Experience**:6 years of progressively responsible experience in communications function in development, humanitarian or emergency operations.
Direct experience in internal communications, change management and/or staff engagement in a plus.
**Knowledge and Skills**:
- Experience in strategic planning and a creative problem solver;
- Experience in leadership communications;
- Coordination (client service), collaborative spirit able to liaise with a wide range of people at all levels and across different cultures and to build relationships/partnerships with WFP teams;
- Training on monitoring/reporting tools;
- Ability to work very collaboratively and influence change;
- Good verbal and written communication skills;
- Experience managing teams and working on cross-functional teams;
- Strong drive, self-motivated and able to work with a high degree of autonomy;
- Knowledge of UN/WFP corporate culture/structure.
**Languages**:Excellent knowledge of English (level C) is required.
An intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP's working languages) is a plus.
