Post Context/Post SummaryHeadquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.
As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict.
It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions.The Joint Engineer (JENG) Division is responsible for providing Military Engineering (MilEng) advice on all matters pertaining to Force Support Engineering and Combat Support Engineering for NATO operations and activities.The Engineer Plans Branch is responsible for operational planning efforts, Joint Mil Eng doctrine policy development and for managing long term NATO Security Investment Programme (NSIP) activities.The Engineer Infrastructure and Environmental Protection Section (EPIE) is responsible for providing advice on Land, AIR, Maritime, Petroleum, Oil Lubricants (POL) infrastructures and on Environmental Protection matters.The incumbent within the JENG INFRA Section is to lead, support and manage military engineering inspections and surveys of Common Funded infrastructures and National infrastructures offered to NATO as well as to process resulting data in order to make it available to all NATO stakeholders.The incumbent's duties are:- Prepare, support and conduct Operations and Maintainance Inspections (OMIs), Site Surveys (SSs) or Field Inspections (FIs) on infrastructures related to one or more designated operations area (Air, Land, Maritime, POL).- Process information and data resulting from OMIs utilizing Geographical Area of Infrastructure Activity (GAIA) Portal as well as other database systems in order to facilitate the availability for all NATO stakeholders.- Participates in joint formal acceptance inspections (JFAI) as required.- Provides Engineer advice and guidance on infrastructures.- Liaise with NATO Component Commands, NATO Force Structure Elements and Host Nations IOT facilitate both development and monitoring infrastructure projects.
- Provides the specialist military engineer input to the operational planning process, supporting mission analysis with the resource and infrastructure developments plans required to support missions and operations.- Advises staff, host and user nations on NATO Security Investment Programme (NSIP) common funded infrastructures to include support of subordinate HQs with the development of NSIP in their own planning process.- Assists in the development of Common funded Capabilities (CFCs) in support of NATO planning for future capabilities within one or more designated operations area (Air, Land, Maritime, POL) and assists in ensuring compliance with criteria and standards.- Co-ordinate project screening and endorsement;- Participates in training exercises, providing Engineer augmentees for NATO exercises as required;mainly as Infra Subject Matter Expert (SME).- Participatse to the Bi SC 85-1 periodic review.- Assist with Environmental Protection responsibilities.- Assist in maintaining INFRA documentation up to date, including SOPs, SOIs, Manuals, dedicated databases (like PITT, GAIA Portal, etc.
), periodical reports, web-page contents;- Liaise with SHAPE counterparts in order to ensure that relevant projects information are properly reported in PITT (Project Implementation Tracking Tool) and other applicable Information Management systems.- Support JFCNP Staff, and notably JENG INFRA Section, for the identification, definition and development of operational requirements throughout the life cycle, including change management.- Enable the staffing and coordination, across the HQ, of administration products for all the NSIP procedures including Urgent Requirements (UR), Crisis Response Operations Urgent Requirements (CUR), Minor Works (MW) Capability Programme Plans (CPP).- Prepare and deliver required NSIP documentation on behalf of JENG INFRA Section and scrutinize the contents of products to be submitted by JFCNP to ensure coherence and compliance with current policies and instructions.- Assess the implications of requests for URs, CURs, MWs on ongoing or planned CPPs, including Military Budget and Workforce implications, in order to support a coherent and integrated resource analysis.- Enable the harmonizationof benefits to delivere through common funded projects within the proper JFCNP framework (operations and missions, operation plans, strategic goals or initiatives) and proper risk management within JFCNP policies and procedures,- Monitor and report on the status of assigned and/or supported common funded projects and on required actions.- Develops and maintains a sound understanding of NATO Security Investment Programme funding mechanisms.- Within the NATO 2030 framework reviews and provides inputs to documentation related to resource requirements, maintaining up-to-date dedicated databases, preparing reports, and managing web-page content.3.
Special Requirements and Additional DutiesThe employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract The incumbent may be required to undertake TDY assignments both within and outside NATO's boundaries and be willing to work unsocial hours.Performs other related duties as directed by Section Head, and/or Branch Head or ACOS.The work is normally performed in a Normal NATO office working environment.Normal Working Conditions apply.

Education and Professional ExperienceUniversity Degree in Engineering disciplines, and 2 years function related experience, OR, Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.Experience with Environmental protection technologyQualified, trained and experienced Military Engineer officer with extensive knowledge of Military Engineering and Infrastructure within one or more operations area (Air, Land, Maritime, POL).Broad background and experience in military engineering disciplines.Previous tours as an engineering officer at a National or International military organisation.Knowledge and experience on Infrastrucutre Assessment, Environmental Protection, with Minimum 3 year post related experience.Experience with activities that involve the erection, installation, or assembly of new operational facilities or the addition, expansion, or extension of existing facilities.Practical experience in activities that identify, design, construct, lease, or provide complex systems.Practical experience in identifying the minimum essential engineering requirements, technical specifications and costs in support of project planning.Experience with the management of projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality.Practical experience in operations planning to identify the minimum essential engineering services and construction requirements required to support the commitment of military forces.Background experience in the provision of infrastructures within one or more operations area (Air, Land, Maritime, POL).b.
