DutiesServe as a Cybersecurity Information Technology (IT) Specialist (INFOSEC), working under the general supervision of the Cybersecurity Division Chief, at a Regional Network Enterprise Center.Provide Command Control Communications and Computer Information Management (C4IM) customer services support to regional and installation users, ensuring IT requirements and functions are met and provided to satisfactory levels.Execute the Battalion's Communications Security (COMSEC) program and posture.Evaluate the implementation of Department of Defense (DoD), Headquarters, Department of Army (HQDA), Unites States Army, Europe (USAREUR), and Joint Command COMSEC regulations, and other policy at higher HQs, installation and battalion levels.Identify new requirements to meet both day-to-day and future mission requirements for the installation networks/communications, modernization and long-term life cycle.Provide staff guidance and assistance on COMSEC matters and initiatives and recommend courses of actions for the improvement and effectiveness of COMSEC operations.Represent the battalion at higher-level COMSEC conferences and meetings.Review planning data and evaluate requirements for COMSEC services and recommend needed facilities and equipment.Assist in the development of organizational policy and procedural guidance implementation.Provide advantages and disadvantages regarding the viability of different approaches by applying expert knowledge of techniques to ensure relevance in accordance with operational environments.Develop and manage the Organization's Risk Management Framework program.Required to possess a valid state driver's license to operate a passenger vehicle for operating government vehicles.Requirements Conditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.Three-year trial/probationary period may be required.Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
Visit http://www.dtic.mil/whs/directives/corres/pdf/140025v1230.pdf.This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret with Sensitive Compartmented Information (SCI) security clearance or access for the duration of employment.Incumbent must be able to meet and maintain IT certification standards for IAT Level II as provided in DOD 8570-lM Information Assurance certification standards within six (6) months of hire.This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).Must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.Physical examination required due to lifting and moving computer equipment weighing up to 40 poundsApplicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.This position has been designated "Mission Essential".
In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.Incumbent must be able to meet and maintain IT certification standards for IAT Level II as provided in DOD 8570-lM Information Assurance certification standards within six (6) months of hire.Overtime and shift work may be required on short notice.Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights.
If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.This position is designated Emergency Essential (E-E) in support of mobilization and wartime mission.
Employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.
Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by 1) Developing and maintaining the Communications Security (COMSEC) policies and coordinating approval of supplemental regulations and guidance.
2) Providing COMSEC support for "real world" contingency operations; exercising, adapting, coordinating, and disseminating COMSEC policy and procedures that conform to National Security Agency, DoD, United States Army, and United States Intelligence and Security Command standards concerning the use, accounting, and safeguard of COMSEC CCI items and materials.3) Preparing and maintaining accreditation of the Local COMSEC Key Management Infrastructure and COMSEC Accounting Registration Packet and submitting requests for accreditation to the authority.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
