Overview and Scope: SRI is seeking a Program Manager (PM) to oversee a contract and a team of contractor staff in support of the Installation Management Command (IMCOM)-Europe Transition Centers.
The contract provides transition counseling and processing support services for transitioning Soldiers and Family members in Europe.
Approximately 4,000 U.S. Army personnel stationed in Europe transition out of the Army annually.
The actions processed shall be accurate and in accordance with the terms and conditions of the contract.
Travel required within Germany and bi-annually to Vicenza, Italy.
Job Description: The PM is responsible for the performance of the work in support of the customer, the overall management of contractor personnel and all contractual issues and is the primary interface between the Government and the contractor team.
Tasks Responsibilities: Serves as the primary point of contact for all administrative, financial, and logistical items concerning the contract.
Manages and serves as the primary point of contact for the transition centers in accordance with the regulations, policies, and procedures.
Supervises performance of work, contract compliance and quality control.
Supports recruiting, training, and retaining a qualified workforce.
Ensures staff provides high quality customer service and performance services to all clients.
Attends and assists with external meetings, conducts site visits, communicates program metrics to stakeholders, supervises, and manages travel.
As required, supports a weekly program update briefing and maintains updated training calendars for all training centers.
Provides routine reports of process and outcome metrics to support monitoring and evaluating program success.
Required Skills, Education, Experience Abilities: Bachelor's degree in business, management, or related field (in lieu of a bachelor's degree, minimum ten years' experience in managing large- scale government projects, of similar size and familiar with scope).
Applicants must successfully undergo a National Agency Check with Inquires (NACI) background investigation.
Experience managing personnel at one or more sites.
Ability to meet and correspond regularly with a government counterpart.
Responsible for the performance of the work, contract compliance and quality control.
Experience working directly with clients.
Experienced in government policies and procedures.
Possesses good analytical skills, time management, and is an independent thinker.
Superb written and verbal communications skills.
Proficient in the use of Microsoft Office products including SharePoint.
