Reporting LinesThe Human Resources Officer (Internal Surge Team) reports to the FAO Representative and works in collaboration with the regional Human Resources Officer and under the technical guidance of the Human Resources Division or the Shared Service Centre as appropriate.

Key FunctionsConsults with 'designated business partners' on specific HR requests, issues, and problems, and provides advice and options on how to proceed;Analyzes requirements and researches and analyzes information, data, statistics, and/or trends for the preparation of plans, strategies, reports and/or other products;Reviews on-going service delivery, related procedures and systems to recommend changes, develop proposals, and coordinate updates/revisions;Collaborates in the development of information/training materials and products to increase understanding of HR services and promote capacity development;Researches and provides information to management and staff to resolve problems and/or reach agreement on various issues.Specific FunctionsSupports and executes country HR Strategy and talent acquisition strategies;Sets up functional and sustainable HR unit and work flow; reviews and evaluates the current HR capacity and monitors the expected workload with the HR capacity;Assesses the adequacy of current structure and staffing of the office, provides advice and guidance to ensure coordination between units and reporting structure;Supports the rapid finalization of the priority ongoing or planned recruitment and establishes monthly HR reports on the status of recruitment processes for the office to senior management;Provides expert HR advice and expertise to designated hiring manager, on specific or complex recruitment cases, policy and procedures applied to recruitment and staffing matters, best practices, etc.; ensures compliance to corporate policies and guidelines by providing day-to-day advice to the management and teams on various issues including policies and procedures in order to ensure consistency and understanding at all levels;Guides and advises on a full range of human resources aspects such development and implementation of staffing needs assessment and skills mapping enabling the effective delivery of the work program in the Country;Coordinates and provides expert advice on the recruitment and selection, appointments and transfers/deployments;Coordinates on-boarding substantive briefing and training sessions on HR-related topics targeting all personnel;Consults comprehensively with all personnel and designs interventions with Headquarters to make human resources management more efficient and tailored to the needs of the country;Oversees the development and execution of staff development activities and learning programmes and ensures compliance with performance management requirements.Minimum RequirementsExperience in human resources management and administration, including experience in overall talent management and staff servicing.CompetenciesResults FocusTeamworkCommunicationBuilding Effective RelationshipsKnowledge Sharing and Continuous ImprovementTechnical/Functional SkillsWork experience in more than one location or area of work, particularly in field positions is desirable;Experience in humanitarian contexts is desirable.FAO staff are expected to adhere to FAO Values of Commitment to FAO, Respect for All and Integrity and Transparency.
