Hauptaufgaben Incumbent administers the Occupational Health care delivery system for host nation employees which involves adapting general administrative principles, practices, processes, and techniques to meet the specialized requirements.
Carries-out assigned duties IAW OH regulations, guidelines, policies and procedures, AR regulations and Host Nation Laws which requires sound judgement and interpretation in their application.
The incumbent administers the day-to-day operations of the host nation OH program requirements.
Serves on community safety and other occupationally related committees and serves as the Contracting Officer Representative for all PHCE-OH contracts.
Gathers, reviews, and evaluates occupational and industrial hygiene metrics and uses received information in the preparation of computer assisted statistical reports, charts, and graphs.
Utilizes various computer programs and databases such as but not limited to Access, Excel, and the Defense Occupational and Environmental Health Readiness System-Industrial Hygiene (DOERHS-IH/HC), Contracting Software to include Joint Appointment Module (JAM), Surveillance and Performance Monitoring (SPM), Wide Area Workflow (WAWF), Paperless Cabinet Files (PCF), General Fund Enterprise Business System (GFEBS), and DoD Contractor Personnel Office (DOCPER) Contractor Accreditation Process.
Incumbent serves as the contracting officer representative and technical authority for OH contracts in accordance with applicable host nation Occupational Health laws, regulations, directives, policies and publications and provides OH support to tenant units.
Provides oversight for coordination of medical surveillance requirements for host nation employees based on industrial hygiene (IH) data, OH work site visit findings, and input from community safety officials and the Civilian Personnel Office.
Incumbent administers daily operations of the host nation Occupational Health program.
Conducts work site visits and surveys of working conditions to determine the nature and magnitude of hazardous exposures and the effectiveness of existing control measures.
Participates in epidemiological investigations of hazard exposures.
Conducts and oversees Worksite visits with members of the safety, occupational health and industrial hygiene team, and occupational health physicians.
Coordinates and identifies work site hazards, at risk worker populations; establishes surveillance programs such as pre-placement physical examinations and other medical services required in the Occupational Health Program.
Site visits are performed at various work sites and frequently require the climbing of stairs, walking on uneven surfaces, bending, stooping and crouching.
Incumbent supports Command organizational quality, safety, and risk management initiatives and employee safety goals.
Monitors employee feedback for opportunities to improve operations.
Attends Garrison safety meetings and serves as a liaison between the contract physicians, and the USAG Garrison Vicenza Command tenant units such as U.S. Army Africa Headquarters (USARAF), 21st TSC, 7th, Army Theater, 7th JMTC, USARAF, 839th, 509th, the 173rd Infantry Brigade Combat, the U.S. Army Health Clinic Vicenza, the Vicenza Dental Clinic, other units and organizations in addition to Installation Safety Representatives, and host nation Union Safety Representatives.
Also supports tenant units located in Livorno, Italy.
Maintains current knowledge of safety and occupational health principles, practices, administrative and record-keeping procedures, host nation laws, regulations, precedent decisions, and U.S. Safety & OH standards and serves as the SME for all host nation OH inquiries.
Understands the risk management process components, including risk identification, risk analysis, loss control alternatives to manage potential risks, and monitoring risk control techniques.
In conjunction with OH practice leadership, establishes processes that support organizational policies on blood-borne pathogens, respiratory safety, personal protective equipment, material safety data sheets and right-to-know for hazard communication materials.
Incumbent is familiar and supportive of quality management approaches & philosophies and applies critical thinking and problem solving skills as appropriate.
Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS:?Applicants must meet the qualification requirements in the "Qualification Standards" published by U.S Office of Personnel Management, as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-04 grade level.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the "Qualification Standards" published by U.S Office of Personnel Management.
