HS Manager - permanent contract - based in RomeThe Health and Safety Manager leads the implementation of a uniform Health and Safety (HS) management system across all CSEA countries, ensuring adherence to local HS legislation and fostering a strong safety culture throughout the Area.
This role is pivotal in establishing and continually improving a globally effective HS management system to safeguard the well-being of employees and visitors across our sites.General ResponsibilitiesDevelop and Maintain Health and Safety Management System: Develop and maintain the CSEA Health and Safety Management system, ensuring compliance with legislation, Global Standards, ISO 45001, and CWGC policies and procedures.External Liaison and Performance Management: Act as the principal point of contact for external regulatory agencies and compliance officers, and HS professionals, including consultants and occupational health professionals, and manage their performance effectively.Environmental and Sustainability Assistance: Provide assistance to the Area regarding environmental and sustainability issues, ensuring alignment with health and safety objectives.Health and Safety Reporting: Regularly report on the current health and safety performance of the business to relevant stakeholders.Legislative Compliance and Project Leadership: Keep abreast of existing, new, and emerging legislation, leading projects to ensure compliance in consultation with internal and external stakeholders.Monitoring and Incident Investigation: Develop an annual monitoring plan and oversee incident investigation processes, ensuring timely action is taken where necessary.Communication Management: Manage the content and flow of regular health and safety communications, engaging employees and promoting positive health and safety practices.Team Leadership and Support: Lead and support the Health Safety Advisor, providing guidance and direction to ensure effective execution of duties.Strategic Planning and Implementation: Develop and present a strategic health and safety plan to the Senior Management Team, overseeing its successful implementation.Auditing and Inspection: Conduct audits and inspections of sites, identify areas for improvement, and report findings to relevant stakeholders.Documentation Management: Coordinate the update and maintenance of the Area's Health and Safety Manual and associated documentation.Budget Management: Manage and monitor delegated budgets, ensuring alignment with corporate objectives and achievement of health and safety goals.Management Review and Action Planning: Arrange and conduct Management Reviews, develop and monitor an Area action plan with measurable targets and objectives.Staff Consultation and Participation: Embed and chair staff consultation and participation initiatives across all countries, appointing worker representatives or champions.Training and Wellbeing Policy Development: Manage the compulsory training plan for the area, collaborate with HR to develop an Area Wellbeing policy and strategic plan.Representation and Support: Represent the area at central meetings with the Head Office and support the Health Safety Director as required.Global Standards and Digital System Development: Develop, write, maintain, and roll out Global Safety Standards, support the design, implementation, and operation of a Digital HS system.Risk Management and Local Action Plans: Develop and manage global risk assessments, support Area Directors with local HS action plans.Committee Co-chairing and Training Support: Create monthly reports for and co-chair the HS safety committee, undertake site audits, and provide training support.Mentoring and Coaching: Mentor and coach HS safety advisors, improving their core HS knowledge and skills.Contract Mobilization and Quality Systems Implementation: Assist with the implementation of Health, Safety, and Quality systems for new contract mobilizations, ensuring compliance with best practices and legislative requirements.Safety Culture Promotion and Business Continuity: Promote and develop a Safety Culture, undertake environmental, health, and safety planning, and prepare Business Continuity Plans when necessary.Education and KnowledgeHolds a Master degree in engineering or equivalent field; a BSc/BA in safety management or relevant field is preferred.Possesses NEBOSH General Certificate in Occupational Health and Safety or equivalent certificate that comes with significant HS Management experience.Chartered membership (or working towards) of IOSH, or any other valid qualification in occupational health and safety.Demonstrates thorough knowledge of European legislation and guidance, with familiarity with international regulations being advantageous.Skills and AbilitiesBroad knowledge of Horticulture and Works tasks.Experience within a range of business types, e.g., commercial, not-for-profit, or public sector would be helpful.Experience of developing, writing, and rolling out Global Safety Standards, implementing new HS systems, and digitalizing core processes of the organization.Confident and experienced in undertaking site inspections and audits and following up actions.Strong communication skills both written and verbal in English and Italian (German or Greek language proficiency is considered an advantage).Excellent attention to detail.Excellent organization and time management skills.Ability to communicate clearly at all levels within the organization and externally, both verbally and in writing (including internal and external committees).Must be comfortable dealing with sensitive issues with tact and diplomacy.Flexible and able to adapt to change.Must be able to influence and negotiate both inside and outside the organization.Everyone who works for us, or with us, shares our Values, which are formed around our concept of CARE (Commitment, Ambition, Respect, and Excellence).
