POSITION MANDATE
Since 2021, Resonance has worked with the United States Agency for International Development's Bureau for Humanitarian Assistance (USAID/BHA) on a project called Mainstreaming Private Sector Engagement in Humanitarian Programming (MAPS-H). This project aims to help USAID/BHA integrate PSE into its humanitarian assistance programming and overall operations. The MAPS-H project is designed to offer flexible and on-demand assistance to USAID/BHA, addressing specific PSE and partnership needs through practical support and technical assistance.
To address the significant multi-hazard exposure and ongoing humanitarian challenges in El Salvador, USAID/BHA has engaged MAPS-H to conduct a comprehensive Private Sector Landscape Assessment (PSLA). This assessment will focus on identifying opportunities for collaboration between USAID/BHA, its implementing partners, and the private sector, particularly in the context of enhancing disaster risk management and food security. The PSLA aims to foster strategic partnerships that not only support business objectives but also improve resilience and livelihoods for vulnerable populations, ultimately contributing to the country's recovery from economic and climate-related shocks.
Resonance will engage a Gender Equality and Social Inclusion (GESI) Technical Advisor to integrate cross-cutting themes into key deliverables, work products, and tools for the PSLA in El Salvador, with the aim of ensuring our approaches, activities, and recommendations are inclusive and grounded in the principles of Do No Harm.
OUTCOMES / ESSENTIAL FUNCTIONS
In coordination with the MAPS-H Activity Team, the Gender Equality and Social Inclusion (GESI) Technical Advisor will embed gender, disability, and social inclusion considerations as cross-cutting themes across all project objectives. This role will ensure that insights on vulnerable populations—including women, girls, people with disabilities, youth, and ethnic minorities—are integrated into program design, analysis, and recommendations to promote inclusion, equity, and protection in humanitarian and resilience efforts.
The GESI Technical Advisor will support developing and applying gender-responsive data collection tools and approaches. This will include conducting a desk review of key literature, developing interview guides, and contributing to qualitative analysis. This analysis will assess the extent to which gender and social considerations and women's empowerment influence humanitarian private sector engagement, what approaches can further support gender equity and empowerment, and social inclusion within humanitarian assistance.
To achieve these objectives, the GESI Technical Advisor will carry out the following tasks:
Provide expertise on gender, disability, and social inclusion as cross-cutting themes across all project objectives, ensuring that these perspectives are integrated into each stage of program design, analysis, and reporting. Develop and advise on gender-responsive data collection methodologies and tools for assessing GESI outcomes, including the creation of interview guides, data collection tools, and indicators to capture insights on vulnerable populations. Conduct desk research to identify relevant literature on gender, disability, and social inclusion within humanitarian and resilience programs. This task will guide data collection and analysis approaches. Analyze qualitative and quantitative data on gender, social inclusion, and vulnerability to generate actionable insights and recommendations that inform program objectives, ensuring alignment with USAID goals for equity and protection. Prepare and present findings and recommendations on GESI-related outcomes, contributing to reports, presentations, and other deliverables for internal and external stakeholders. Collaborate with team members to integrate GESI analysis into project reporting and recommendations, ensuring that considerations of gender, disability, and social inclusion are represented in project deliverables and contribute to enhanced programming. DELIVERABLES
Contribute to a comprehensive analysis of the current landscape of gender, disability, and social inclusion considerations within humanitarian programming, in collaboration with the research team. This will involve identifying key best practices and existing gaps and providing tailored recommendations for improving equity and inclusion across project activities. Co-design a research methodology guide and research guiding questions, in collaboration with the research team, detailing gender-sensitive data collection approaches and tools. Identify key representatives from humanitarian organizations, local communities, and advocacy groups and prepare interview materials to gather insights on their perspectives regarding gender, disability, and social inclusion. Compile a final report, in collaboration with the research team, that presents a clear overview of key gender equality, disability, and social inclusion insights. The report will offer actionable recommendations for USAID and relevant stakeholders to strengthen gender-responsive programming and ensure the protection of vulnerable populations in humanitarian and resilience efforts. Contribute to presentations and other program deliverables related to GESI integration, providing key insights and recommendations for inclusion in final reports and presentations. Other related deliverables, as assigned. REQUIRED EDUCATION & EXPERIENCE
Bachelor's degree in a relevant technical area such as gender studies, international development, social sciences, humanitarian assistance, or a related field. Minimum of ten (10) years of progressive experience in gender equality, social inclusion, or disability inclusion within humanitarian programming, development projects, or a related field, with a demonstrated ability to provide technical expertise in GESI integration. Experience with gender-sensitive data collection and analysis methodologies, including the ability to design tools, conduct interviews, and analyze qualitative and quantitative data related to vulnerable populations. Strong understanding of GESI-related challenges in humanitarian assistance, including barriers faced by women, girls, people with disabilities, youth, and minorities in crisis-affected settings. Experience working in Central America is preferred, with a deep understanding of the region's cultural, social, and political dynamics, especially as they relate to gender equality and social inclusion. Demonstrated ability to collaborate effectively on a team assignment. Strong written and oral presentation skills. Fluency in English and Spanish is required. Experience working with USAID and its Bureau for Humanitarian Assistance is preferred. PERIOD OF PERFORMANCE
The period of performance is expected to take place between approximately December 2024 - May 2024. The maximum level of effort for this assignment is 8 days.

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.
