POST CONTEXTThis is a position within the Centre for Maritime Research and Experimentation (CMRE), anorganization of the North Atlantic Treaty Organization (NATO).CMRE is an established, excellent, scientific research and experimentation facility that organizes and conducts scientific research and technology development, centred on the maritime domaindelivering innovative and field-tested Science Technology (ST) solutions to address defence and security needs of the Alliance.This positions is within the Research Division (RD), which develops and delivers the scientific program of work within CMRE.The Scientist will be part of the Underwater Communications and Networks (UWNet) Project withinthe MUSE (Maritime Unmanned Systems Enablers) branch, responsible to support the program ofwork in developing and investigating innovative and cutting edge scientific research.
Science and Technology Organization Centre for Maritime Research and ExperimentationThe expected scientific focus is the area of underwater acoustic communications specificallytargeting the physical layer (sound propagation, channel modelling, modulation, coding, signalprocessing), networking, security and standardization aspects with the aim to contribute to theunderwater communications capability within CMRE and the NATO Nations.The Scientist may be assigned within a specific Team and may also be involved within other projects within the CMRE Program of Work.
Under the guidance of the MUSE Programme Manager theincumbent will be responsible to support CMRE's research in Underwater Communications and towork in close collaboration with other researchers to support the overall execution of the Programme of Work.2.
PRINCIPAL DUTIESThe incumbent is responsible for the development and implementation of algorithms based ontheory and observed data to approximate and predict environmental and systems states forapplications within the context of systems design, risk analysis and optimization for underwateracoustic communications.
Responsibilities will include undertaking concept and design studies,performing signal/data processing, developing data-driven modelling approaches and implementingThe scientist will work in close collaboration with CMRE scientists working on interoperability,command and control and underwater communications architecture in the NATO context.
The goalis to develop a scalable and flexible underwater communications architecture capable of supportingthe integration of networked robotic Maritime Unmanned Systems (MUS) into military operationsacross the warfare areas, with an emphasis on formalizing this architecture through the NATOScientific duties include the following:• Be able to perform, decompose and coordinate the scientific work for more junior staff andother function on the activities developed under these topics;• Propose (internally and to external sponsoring programs) and perform specialist research and development on all these themes, receiving guidelines from the Project Leader and ProgrammeManager;• Plan and execute simulated and field (at sea) trials and demonstrations;• Plan and conduct experimentation including theoretical and data analysis, properlydocumenting and reporting all steps of the work;• Document the performed work in technical and scientific Centre reports, short papers, refereed scientific journals and internal/external presentations;• Interact with national and international scientific establishments in order to remain abreast of the latest technical and scientific principles and practices on these matters.
Science and Technology Organization Centre for Maritime Research and Experimentation• Management activities may include:o Responsibility for small teams dedicated to theoretical and experimental studies in thetopics above, distributing workload and providing basic problem solving;o Coordinate teams carrying experimental work at sea, on board the research vessels orthrough the Centre reach-back facilities;o Delivery of results according to the CMRE Programme of Work rules and quality controlregarding scientific content work package deliverables within these topic areas.3.
SPECIAL REQUIREMENTS AND ADDITIONAL DUTIESa.
Flexibility ClauseThe incumbent may be required to perform other related duties even in other parts of theb.
Deployment/TravelThe incumbent may be required to perform his/her duties onboard Centre or chartered vessels.
Theincumbent may be required to undertake TDY assignments within and outside NATO boundaries.c.
CertificationThe incumbent may be required to obtain a fit-for-sea certificate in line with the International Maritime Organization (IMO) and International Labour Organization (ILO) standards before taking up duty.4.
ESSENTIAL QUALIFICATIONSa.
Education/Professional experience• Ph.D. in physics, mathematics, engineering or related field with a specific focus in underwater communications and at least 2 years of relevant experience.• Alternatively a M.Sc.
degree in physics, mathematics, engineering or related field with a specific focus in underwater communications may be accepted and at least 5 years of relevantexperience.Qualified candidates will meet the following essential qualifications:• Sound experience in signal processing techniques in application to digital underwatercommunications and/or sound knowledge and experience of network engineering andtechnologies relevant to the maritime domain.• Solid knowledge and scientific experience in physics, mathematics, engineering or related field, demonstrated by more than 10 scientific and technical publications in the field ofunderwater communications.• Experience in proposing and conducting scientific project work within a multi-nationalenvironment and interacting with research sponsoring agencies, demonstrated throughsuccessful proposal submissions and projects participation.

Language RequirementsA thorough knowledge of one of the two NATO languages, both written and spoken, is essential andsome knowledge of the other is desirable.NOTE: Most of the work of CMRE is conducted in the English language.5.
DESIRABLE QUALIFICATIONSA subset of the following experience and education requirements is desirable:• Project management certification (e.g.
PRINCE2)• Documented experience in managing scientific projects• Demonstrated ability to obtain funding for new research activities• Scientific research excellence, evidenced by publications and objective quantitative metrics (e.g.
h-index)• Experience to work with Navy's and/or Defence organizations• Knowledge of standardization initiatives and procedures• Internationally recognised member of his scientific community of interest6.
