Organizational Setting
The Fisheries and Aquaculture Division (NFI) is one of FAO's core technical divisions under the Natural Resources and Sustainable Production stream at FAO headquarters in Rome, Italy. The Division collaborates with Members and partners to promote the responsible and sustainable management of aquatic food systems, aiming for better production, better nutrition, a better environment, and a better life. To fulfil its mandate, the Division focuses on the global development of fisheries and aquaculture through the implementation of the Blue Transformation, a strategic approach that outlines a vision for sustainable and resilient aquatic food systems.
Reporting Lines
The Fishery Officer (Fisheries Assessment and Management Advice) reports to the Senior Fishery Resources Officer, under the overall supervision of the Team Leader, Assessment and Management Team (NFIFM).
Technical Focus
The Fishery Officer will work as part of a multidisciplinary team closely collaborating in dealing with integrated, multi-dimensional, evidence-based and participatory Fisheries Management, Assessment and Advice in the context of the Ecosystem Approach to Fisheries (EAF).
Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of divisional programmes, projects, products and services in accordance with divisional objectives and the FAO Strategic Framework.
Key Functions
• Plans and leads components of multidisciplinary teams; leads and/or participates on Organization-wide, cross-divisional committees, project teams and working groups and/or provides specialized expertise in technical networks and/or international technical policy and standard setting bodies.
• Develops technical, analytical, monitoring and reporting frameworks, as well as related methodologies, tools, systems and databases, etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services.
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications and/or policy proposals, as well as the provision of technical/policy/ specialist/advice and expertise.
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices as well as technical backstopping to field projects.
• Collaborates in, provides technical backstopping to, and ensures the quality/effectiveness of, capacity development and knowledge sharing activities within Member Nations such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools.
• Promotes international cooperation/advocates best practices, supports increased policy dialogue and provides technical expertise at international/intergovernmental meetings.
• Participates in resource mobilization activities in accordance with the FAO Strategic Framework.
Specific Functions
• Contributes to the development and application of approaches, methods and user-friendly tools and processes for integrated multi-dimensional evidence-based assessment and production of management advice for data- and capacity-limited fisheries.
• Contributes to the development, dissemination and application of approaches, methods and tools for the collection, management and analysis of fisheries-related data and information, with a focus on small-scale, multispecies/multigear and data- and capacity-limited fisheries.
• Provides technical and scientific support on evidence-based fisheries assessments and production of management advice to fisheries research and management institutions from FAO Member Nations and to Regional Fisheries Bodies and Arrangements.
• Provides technical and scientific support to design, implement and monitor systems for collection, management and analysis of fisheries-related data and information, including local and traditional knowledge, to national, regional and global institutions.
• Supports the development and delivery of the FAO Training Programme on Fisheries Data, Assessment and Advice to fisheries experts from Member Nations.
• Contributes to the analysis of the global state of stocks, including development of the global effort database, and to reporting on SDG indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels.
Minimum Requirements
• Advanced university degree in fishery science, natural resource management, biology, marine or fisheries biology, natural resource economics, marine ecology, quantitative fisheries economics, applied statistics, mathematics/mathematical biology, econometrics or related discipline.
• Seven years of relevant experience in quantitative assessment of fisheries, preparation and communication of fisheries management advice.
• Working knowledge of English and limited knowledge of another FAO official language.
Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions.
• Extent and relevance of experience in quantitative and qualitative analysis of data related to fisheries assessment and management advice.
• Extent and relevance of experience in developing, organizing and delivering training actions on fisheries assessment, preparation of management advice, or collection, management and analysis of fisheries-related data.
