Reporting LinesThe Fishery Officer (Fisheries Assessment and Management Advice) reports to the Senior Fishery Resources Officer, under the overall supervision of the Team Leader, Assessment and Management Team (NFIFM).Technical FocusThe Fishery Officer (Fisheries Assessment and Management Advice) will work as part of a multidisciplinary team closely collaborating in dealing with integrated, multi-dimensional, evidence-based and participatory Fisheries Management, Assessment and Advice in the context of the Ecosystem Approach to Fisheries (EAF).
She/he will work on the multi-dimensional (economic, social and ecological) assessment of fisheries and the production of Evidence-Based Fisheries Management Advice in a food systems context.
She/he is expected to deal with all kinds of fisheries, but a major focus will be on small-scale, multispecies/multigear and data- and capacity-limited fisheries, particularly in developing countries.Key ResultsComprehensive technical and policy expertise to support the planning, development and implementation of divisional programmes, projects, products and services in accordance with divisional objectives and the FAO Strategic Framework.Key Functions• Plans and leads components of multidisciplinary teams; leads and/or participates on Organization-wide, cross-divisional committees, project teams and working groups and/or provides specialized expertise in technical networks and/or international technical policy and standard setting bodies.• Develops technical, analytical, monitoring and reporting frameworks, as well as related methodologies, tools, systems and databases, etc.
to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services.• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications and/or policy proposals, as well as the provision of technical/policy/ specialist/advice and expertise.• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices as well as technical backstopping to field projects.• Collaborates in, provides technical backstopping to, and ensures the quality/effectiveness of, capacity development and knowledge sharing activities within Member Nations such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools.• Promotes international cooperation/advocates best practices, supports increased policy dialogue and provides technical expertise at international/intergovernmental meetings.• Participates in resource mobilization activities in accordance with the FAO Strategic Framework.Specific Functions• Contributes to the development and application of approaches, methods and user-friendly tools and processes for integrated multi-dimensional evidence-based assessment and production of management advice for data- and capacity-limited fisheries.• Contributes to the development, dissemination and application of approaches, methods and tools for the collection, management and analysis of fisheries-related data and information, with a focus on small-scale, multispecies/multigear and data- and capacity-limited fisheries.• Provides technical and scientific support on evidence-based fisheries assessments and production of management advice to fisheries research and management institutions from FAO Member Nations and to Regional Fisheries Bodies and Arrangements, functioning as Technical Secretary of one of those under the responsibility of FAO.• Provides technical and scientific support to design, implement and monitor systems for collection, management and analysis of fisheries-related data and information, including local and traditional knowledge, to national, regional and global institutions.• Supports the development and delivery of the FAO Training Programme on Fisheries Data, Assessment and Advice to fisheries experts from Member Nations.• Contributes to the analysis of the global state of stocks, including development of the global effort database, and to reporting on SDG indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels; supports the development and use of adequate database systems to document and record the regular analyses of these elements.• Formulates, develops, implements, monitors and reports on programmes and projects supporting the delivery of the Team's goals and objectives.• Participates actively in the efforts for mobilization of extra-budgetary resources to support the delivery of the Team's goals, objectives and work programme.• Supports the inclusion of gender dimensions in the work of the Team.• Performs other related duties, as required.______________________________________________________________________________________________________CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements• Advanced university degree in fishery science, natural resource management, biology, marine or fisheries biology, natural resource economics, marine ecology, quantitative fisheries economics, applied statistics, mathematics/mathematical biology, econometrics or related discipline.• Seven years of relevant experience in quantitative assessment of fisheries (including assessment of fish stocks and exploitation, assessment of socio-economic state of fisheries and/or assessment of impacts of fisheries management measures), preparation and communication of fisheries management advice.• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).Competencies• Results Focus• Teamwork• Communication• Building effective relationships• Knowledge Sharing and Continuous ImprovementTechnical/Functional Skills• Work experience in more than one location or area of work, particularly in field positions.• Extent and relevance of experience and/or knowledge in quantitative and qualitative analysis of data and information related to the assessment of fisheries (including assessment of fish stocks and exploitation, assessment of socio-economic state of fisheries and/or assessment of impacts of fisheries management measures), preparation and communication of fisheries management advice.• Extent and relevance of experience on the assessment and production of management advice for small-scale, multispecies/multi-gear fisheries, in data- and capacity-limited situations.• Extent and relevance of experience on the use of programming languages like R, SQL and C++ and on the design and development of databases.• Extent and relevance of experience and/or knowledge of processes, methods and tools for estimation of fisheries parameters, including the collection, management and analysis of fisheries data for use in assessment, monitoring and advice processes, particularly for small-scale, multi-species/multi-gear fisheries in data- and capacity-limited situations.• Extent and relevance of experience in developing, organizing and delivering training actions on fisheries assessment (including fish stock assessment), preparation of management advice, or collection, management and analysis of fisheries-related data and information.• Extent and relevance of experience in providing scientific and technical support and advice to national, regional and global fisheries research and management institutions.• Extent and relevance of experience in formulating, managing and reporting on programmes and projects.• Extent and relevance of experience in mobilizing resources and establishing relationships with resource partners.• Extent and relevance of experience in different countries and regions, especially in developing countries and countries in transition in Africa, South America, South Asia and Pacific/SIDS (Small Island Development States)._________________________________________________________________FAO staff are expected to adhere to FAO Values of Commitment to FAO, Respect for All and Integrity and Transparency._________________________________________________________________ GENERAL INFORMATION Extension of fixed term appointments is based on certification of performance and availability of fundsFAO reserves the right not to make an appointment.Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
