Major DutiesIncumbent serves as a Lead Firefighter in the U.S. Army Garrison Italy Fire Department. Is assigned to and directs the operation of one or two major pieces of firefighting apparatus and a crew of Firefighters responsible for emergency response on the Army installations. Provides fire and emergency service response for multiple sites involving diverse fire hazards including highly flammable liquids, high explosives, and pressurized tanks at high risk of explosion. Distributes and balances the workload among firefighters, makes adjustments to daily work in accordance with established policies and procedures. Manages established crew time and attendance, submits completed packages to Duty Captain within established procedures. Checks work in progress or upon completion for compliance with instructions, procedures, or deadlines. Amends or rejects work not meeting established standards, referring to the Duty Captain or supervisor questions that pertain to matters not covered by standards. Monitors and oversees the overall working conditions of the crew to ensure safety is exercised at all times. Resolves informal complaints and refers other complaints to the Duty Captain or supervisor. Provides input to the supervisor regarding performance, training needs, or disciplinary issues, and information, as requested, on promotions, reassignments, and awards. Informs the crew of work requirements, policies and other information received from the supervisor. Coordinates with all Italian Host nation agencies for interoperability and mutual aid, as established within Italian Host Nation guidelines and regulatory requirements.
Serving as a member of the Base Installation Response Force, assists with the oversight and training of various department programs to include but not limited to SCBA flow tests, annual apparatus pump tests, ladder testing, hydrant testing and hose testing. Incumbent is involved in the full spectrum of fire and emergency services response assigned to the Garrison Fire Department. Work is complicated by the fact that U.S. Army Fire Departments frequently respond jointly with Host Nation Fire Departments, which are operating under different codes and guidelines, using different equipment. Directly interacts with Host Nation responders, also for potential multi-agency emergencies, and complies with additional competencies described above, Host Nation policies, protocols, procedures and equipment. Responds to alarms and fights fire requiring the full performance of firefighting and rescue tasks involving complex structures and facilities, vehicles, and equipment. Tasks include firefighting, search & rescue inside buildings regarding people and property, salvage and overhaul, use of ground ladders with work at height, as well as communication and evacuation of occupants, and removing supplies. Emergency Medical Response includes potential contact with body fluids with potential exposure to pathogens, as well as potential contact with individuals with psychological alterations. Performs first aid and CPR on fire/rescue victims. Conducts and participates in training sessions in-house. Prepares and gives specific training sessions. Assignments of the training officer include subject, lesson objective, and course materials. Performs maintenance, operational, emergency, and standby duties to include support of fire prevention activities. Drives manned heavy emergency firefighting unit to fire emergency, incident, or drill site. Drives to the scene of the fire following a predetermined route or selecting an alternate route when necessary and positions vehicle unit considering factors such as wind direction, sources of water, hazards from falling structures, etc. Operates pumps, foam generators, and other related equipment. Determines proper pressures required and makes adjustments necessary to regulate the flow of water, foam, or other extinguishing agent. Determines the number of lines, and relays requirements to the booster pumper. Assures the proper functioning of all firefighting and rescue systems of the unit. Maintains constant awareness of levels in self-contained breathing apparatus and warns other firefighters when tanks are close to empty. Performs preventive and minor maintenance of the vehicle unit and component equipment. Assists in training other firefighters on driving vehicles and operating equipment. Drives fire apparatus to transport personnel and equipment to and from emergency incidents. Adheres to traffic and safety regulations and applies knowledge of operating apparatus under emergency situations. Performs prescribed driver's maintenance on the apparatus and keeps the apparatus clean and free of debris.
NOTE: Tour of duty is 42 hours per week on 12-hour rotating shifts which cover the 24 hours and include weekends, holidays, and days of rest.
Qualification RequirementsApplicants must meet the qualification requirements as summarized below. EXPERIENCE: Applicants must have one year of Specialized Experience equivalent to at least the UC-06 grade level. Specialized Experience is defined as performing duties as a Firefighter crew member responsible to provide emergency response for multiple sites involving diverse fire hazards, including highly flammable liquids, explosives, and other non-standard hazards, in compliance with health, safety and environmental rules and procedures. NOTE: Incumbent must possess a command of the English language sufficient to understand basic Fire Protection and Prevention terminology, communicate over electronic devices, understand various technical manuals and training aids, submit various required reports, and utilize fire department computer software programs.

Equivalent training and certification which meets or exceeds American Red Cross First Aid standards is acceptable. Training may be received from any authorized certification granting authority or agency such as the Military Training Network, American Red Cross or Italian Green Cross (i.e. Croce Verde Italia);Possess current Basic Life Support (BLS/BLSD) certification in cardiopulmonary resuscitation (CPR) with automated external defibrillator (AED) for adults, children and infants;Possess DoD Hazmat Operations certification;Possess DoD/IFSAC certification as Firefighter I & II;Possess Driver Operator Pumper certification;Possess the following DoD certifications: Fire Officer I, Fire Instructor I, and Fire Inspector I.Conditions of EmploymentIncumbent must be able to:
