Eligibility Criteria Applicants must meet the following requirements: Education: Advanced degree in social sciences or evaluation, with expertise in research and evaluation methods (Ph.D. preferred). Experience: At least 12 years of professional experience in evaluations, resource mobilization, and organizational leadership, with three peer-reviewed publications. Languages: Proficiency in English (C-level) and intermediate knowledge of another FAO language (B-level). Technical and Functional Skills Extensive expertise in leading rigorous evaluations with robust methodologies. Strong research, analytical, and communication skills demonstrated through a writing sample and presentation. Proven leadership experience in managing multicultural teams and mentoring personnel. Deep knowledge of evaluation norms, ethical standards, and FAO-related fields (e.g., development and humanitarian approaches). Key Duties and Responsibilities Provide technical and managerial leadership in OED, ensuring alignment with FAO's Evaluation Policy, Charter of Evaluation, and UNEG Evaluation Principles. Act as Director in their absence and represent OED as needed. Support the Director in advising FAO's leadership and governing bodies. Manage human and financial resources, ensuring effective global evaluation functions. Develop and update a multi-year global Learning Agenda and oversee evaluation reports. Drive process innovations, including portfolio management, monitoring, and data governance. Enhance evaluation quality, methodology, and assurance processes. Integrate equity, inclusion, and human rights principles in OED processes and evaluations. Promote effective dissemination and use of evaluations to foster evidence-based improvements.
