ECAT staff will make extensive use of data collection and data analytics techniques for research and monitoring purposes.For our clientbased in Ispra, we are looking for a Python Data Scientist for the implementation of data science software in accordance to the needs of ECAT staff. The solution assignment may change over time, according to the needs and priorities of the Centre.YOUR TASKSDesign, implementation, testing, maintenance, deployment, and documentation of production-grade software in python. This may include libraries and applications to perform data collection, data management, data analytics and artificial intelligence tasks.Provide subject matter expert technical support on software architecture and software engineering to JRC/ECAT technical and scientific staff.Participation in technical working groups, progress meetings and meetings with the users and other stakeholders.YOUR SKILLS AND EXPERIENCEThe following specific expertise is essential and mandatory:Highly proficient in python programming, including development of complex applications and libraries. Specifically, the candidate should have the necessary skills to architect and develop production-grade python software (beyond prototyping and proof-of-concept), as well as test and maintain it following best practices. This should be backed up by a strong professional track record, contributions to open source projects, or otherwise major contributions to the definition and execution of complex python software projects.Strong data engineering skills and professional experience with concrete libraries and frameworks for data scraping, browser automation and mobile app automation, such as selenium, playwright, appium or similar.Following skills and knowledge are required:Excellent knowledge of the python programming language and relevant experience with libraries used for data science, statistics and machine learningExcellent software development skills, including the ability to design and implement python libraries and programs in line with requirements provided.Knowledge and demonstrable professional experience following best practices for software development, including documentation, testing and test automation, performance optimization, code versioning.Experience in data scraping (including libraries and frameworks for browser and phone automation), data collection, management of structured and unstructured data.Knowledge of DevOps and CI/CD practices. Experience developing, testing and deploying code and services with Gitlab or similar environments.Ability to cope with fast changing technologies and libraries for machine learning and data science.Ability to write clear technical documentation of software for users and other developers, in English language.Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:Ability to integrate in an international/multicultural environment, rapid self-starting capability and experience in working in team;Ability to understand, speak and write English in professional settings (C1)Excellent time-management skills and ability to contribute to multiple software development projects with overlapping lifecycles.High degree of discretion and integrity is required as the environments managed and maintained by JRC.T3 contain personal and confidential dataAny training or certification related to data science and machine learning will be considered as beneficial.EXTRA INFORMATIONThe services shall be performed remotely within EU territory only. The customer may request regular or ad hoc presence in Ispra, Varese (Italy) up to 5 days per quarter against reimbursement of travelling costs.Premises and infrastructure are not provided by the contracting authority.Laptop will be provided by the Commission and will have to be collected at the JRC premises.Both employee and freelance competitive contracts.International environment.The competence level will be tested during interview.
