BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The Ethics Consultant will report to the Senior Ethics Officer of the Ethics Office and will work with others in the Ethics Office to support an ethical culture in WFP through the Ethics Office mandate. The Consultant will primarily work on Advice and Guidance (A&G) in the A&G/ADP Unit and contribute to the ETO's outreach and training efforts, while being able to work with the rest of the Ethics Office as needed.
ACCOUNTABILITIES/RESPONSIBILITIES: Provide advice and guidance on ethics and standards of conduct to WFP employees and Ad hocs reviews in a timely manner and properly track and record all queries;Provide in-depth analysis of quantitative and qualitative data and creation of reports towards the identification of risks, trends, and opportunities to fill knowledge gaps/weaknesses and planning and prioritizing preventative actions;Coordinate the content review for e-trainings and ethics sessions;Provide practical, relevant and useful advice and guidance through excellent oral and written communication;Leverage lessons learnt from advisories, consultations and training for wider application;Coordinate and deliver ethics trainings, both virtual and face-to-face;Draft content for articles on the WFP Go site, ETO toolkits and other outreach materials;Coordinate the identification and review of most relevant ethics dilemmas in emergency contexts;Identify and assess risks related to organizational conflicts of interest and coordinate with RMD and its risks officers for proper identification and assessment;Perform other duties as assigned by the Senior Ethics Officer in furtherance of the mandate of the Ethics Office and a strong culture of ethics and accountability;Where possible, assist the Ethics Office to innovate internal processes through proactive guidance and tools.DELIVERABLES AT THE END OF THE CONTRACT: Advice is properly and timely provided and recorded. Projects are concluded autonomously, efficiently and competently.
QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced university degree in law, ethics, public administration, international affairs, compliance, or other related fields.
Experience: A minimum of 5 years or more of experience in legal advice, compliance, risk assessment, ethics or other related areas.
Knowledge & Skills: Ability to:
-work productively, respectfully, independently yet collaboratively with colleagues in the Ethics Office and other subject matter experts in WFP and the profession of Ethics, and with appropriate oversight;
-prioritize and re-prioritize;
-be responsive to the field and to high-risk/sensitive/time-sensitive issues;
-provide advice and guidance to a wide range of stakeholders on a wide array of ethical issues;
-manage projects efficiently; manage multiple issues and multiple projects simultaneously and successfully and meet deadlines;
-act with integrity, independence, and impartiality in the best interests of the WFP;
-display excellent interpersonal skills; and
-work confidentially and maintain confidence.
Languages: Fluency in the English language. Working knowledge of another official UN language is preferred.
