The primary purpose of this position is to serve as Air Force Engineering and Technical Services (AFETS) senior technical advisor at command level on complex and sophisticated systems/equipment to support MAJCOM and subordinate units.
AFETS senior technical advisor performs short notice TDY, deployments and/or PCS moves to meet worldwide operational/mission requirements.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Equipment Services Series, 1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes knowledge of a comprehensive range of maintenance concepts, principles, and practices related to F-16 Propulsion including knowledge of instructions necessary for general aircraft maintenance, use of aircraft safety and protective devices, engine and auxiliary power operation, and coverage of aircraft emergency procedures; system instructions necessary to prepare the aircraft for maintenance, entry, and electrical (static) grounding; hook-up and removal of proximity switch control; application and removal of external power, ground cooling, ground communications, and utility power; opening and closing radomes and landing gear doors; solo flight configuration, engine oil analysis, electrical bonding and sealing, and stress frame installation and removal; system instructions for use or operation of devices such as ejection control safety lever, safety pins, safety locks, safety pin flag assemblies, safety strut extensions, protective covers, and other required safety devices; subsystem components that generate, control, furnish, or distribute an electrical current to ignite the fuel-air mixture in the cylinders of reciprocating engines, or in the combustion chambers or thrust augmenters of turbine engines; turbine engines, the subsystem external components and integral basic engine parts that go together to conduct air to various portions of the engine and to the extension shaft and torque meter, assembly; portion of the system that furnishes a means of controlling the main fuel control or coordinator, includes controls to the propeller regulator on turboprop engines, includes linkages, cables, levers, pulleys, switches, wiring, etc.
; portion of the system that provides additional thrust for takeoff and in flight at the command of the pilot.
Includes liners, rings, ducts, actuators, linkages, wiring, indicators, warning systems, etc; subsystem components that furnish a means of communicating within the aircraft, between the aircraft and other aircraft, and between the aircraft and ground stations, includes voice, data continuous wave communicating components, passenger address systems, intercom, tape recorder, etc.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment related to F-16 Propulsion.
Knowledge of required security and safety regulations, practices, and procedures.
Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.
Ability to plan, organize, and reprioritize work to meet changing deadlines.
Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
OTHER SIGNIFICANT FACTS PERTAINING TO THIS AFETS POSITION ARE: CAF AFETS senior technical advisor is subject to short notice TDY deployment and/or PCS move to meet worldwide operational/mission requirements.
This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program.
Mobility is a condition of employment.
The employee must sign an Air Force-wide mobility agreement.
This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites.
Based on operational necessity, TDY away from home base in support of other CAF units may require travel by military or commercial aircraft.
The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
This position requires a physical/medical examination.
The employee must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, and for extended TDY or remote PCS.
This position may require employee to work under adverse environmental conditions.
This position is emergency-essential (E-E).
In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority.
The incumbent or the designated alternate may be required to take part in readiness exercises.
This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status.
Employee must sign DD Form 2365 as a condition of employment.
Incumbent may be deployed to a remote area and request to be armed or the position has access to firearms or ammunition.
When the situation occurs, the position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Must be able to obtain and maintain a SECRET Clearance #J-18808-Ljbffr
