Job Description - Economist (Policy Analysis) (2402831) Job Posting Date: 10/Sep/2024 Closure Date 01/Oct/2024, 9:59:00 PM Organizational Unit: ESA Job Type Staff position Primary Location: Italy-Rome Duration: Fixed-term: two years with possibility of extension Post Number: 0782696 CCOG Code: 1L09 Organizational Setting The Agrifood Economics and Policy Division (ESA) conducts economic research and policy analysis and provides evidence-based support to national, regional and global policy processes and initiatives related to monitoring and analysing food and agricultural policies, agribusiness and value chain development, rural transformation and poverty, food security and nutrition information and analysis, resilience, bioeconomy and climate-smart agriculture.
This post is to support ESA's policy monitoring and analysis activities, particularly those implemented as part of the Monitoring and Analysing Food and Agricultural Policies (MAFAP) programme.
Reporting Lines The Economist (Policy Analysis) reports to the Deputy Director, ESA, under the overall supervision of the Director, ESA.
Technical Focus The Economist (Policy Analysis) will contribute to the delivery of food and agricultural policy support to developing and emerging economies, particularly in sub-Saharan Africa, through rigorous policy monitoring of key indicators, economic policy analysis, advice and government engagement based on government requests.
Responsibilities include supporting the MAFAP programme, collaborating with FAO Regional Offices, and promoting the adoption of policy monitoring frameworks.
Key Results Comprehensive technical, statistical, analytical and/or policy analysis services and the development of specialized tools, methodologies, systems and/or databases.
Key Functions Plans and leads components of multidisciplinary teams and short-term work groups.
Develops technical, statistical, analytical, monitoring and reporting frameworks.
Designs and conducts research, data collection, validation, analysis and/or reporting activities.
Responds to requests and provides technical/policy advice.
Promotes international cooperation and collaboration.
Collaborates in capacity development activities.
Participates in resource mobilization activities.
Specific Functions Contributes to policy engagement to identify emerging policy issues.
Provides technical and policy advice to countries on agricultural and food policy trends.
Contributes to the production, update and enhancement of policy monitoring indicators.
Supports the dissemination of results from analyses to inform policy reforms.
Contributes to resource mobilization for scaling up activities.
Minimum Requirements Advanced university degree in economics, agricultural economics or a related field.
Seven years of relevant experience in policy analysis and government engagement on food and agricultural policy issues.
Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language.
Technical/Functional Skills Work experience in more than one location or area of work is desirable.
Knowledge of initiatives to analyse price incentives and agricultural public expenditures.
Experience in conducting quantitative economic analysis and applying econometric techniques.
Ability to analyse complex policy issues and supervise technical experts.
Good knowledge of Stata or R is required.
