DutiesYou will direct and manage NAVEUR/NAVAF or SIXTHLFEET/CTF-6 wide implementation of CHMR plan and policies, ensuring appropriate participation of relevant functions and expertise to integrate CHMR across the command.You will serve as the command expert in these programs conducting training, oversight, and monitoring of program compliance while advising all levels of the chain of command regarding status and necessary corrective measures.You will serve as the lead for all civilian harm mitigation and response issues and provides active leadership and coordination for CHMR program goals and objectives.You will review existing and in-progress plans for effective incorporation of CHMR policies and issues and ensuring that any new or revised plans or strategies incorporate CHMR measures.You will be responsible for facilitating and overseeing civilian harm across the full spectrum of operations into maritime operations, procedures, orders, training, and exercises.You will lead targeted and comprehensive assessments of Sixth Fleet operations and planning to mitigate civilian harm and risks.You will provide NAVEUR/NAVAF or COMSIXTHLFEET/CTF-6 with administrative reports and/or work products that the command uses to evaluate readiness, capability, and performance of the CHMR program.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

You must be able to travel on military and commercial aircraft for extended periods of time.You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience may include the following: 1.
Performing long range planning, estimating and accomplishing technical analysis of customer and contractor proposals to sign and approve them as the technical analysis Specialist; and 2.
Coordinating ship system overhauls to ensure completion within the production schedule: and 3.
Establishing program requirements and courses of action required to meet mission requirements and attain production objectives; and 4.
Serving as a liaison, and negotiator between management, customers, and other government agencies to ensure execution of projects.

PHYSICAL DEMANDS: The work is primarily sedentary but requires sitting, standing, walking, and handling of light items such as books and papers.
Sometimes, the work is performed under extreme pressure in order to meet deadlines.
WORK ENVIRONMENT The incumbent works in an adequately lighted and ventilated office environment and observes normal safety precautions.
Must be able to obtain and maintain a SECRET security clearance.
Failure to obtain and maintain the required level of clearance may result in removal.
Work may involve Temporary Additional Duty travel to conduct assessments and attend meetings/conferences.
Work may also require occasional night and weekend work.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
