**BACKGROUND**:
The Cash Based Transfer (CBT) service is offered by WFP to humanitarian partners consisting of UN agencies, international NGOs, governments, and humanitarian aid associations.
It supports cash assistance operations of other humanitarian actors by allowing them to transfer funds to beneficiaries using WFP's financial systems, platforms, and established contracts.
To cover the administrative costs of CBT service, a Management Cost Recovery (MCR) mechanism was established for external clients.
**JOB PURPOSE**:
The incumbent will be required to conduct a review of CBT service provision activities and provide proposal to the WFP Finance management team on suitable business and financial model to operate the CBT service provision.
**KEY ACCOUNTABILITIES (not all-inclusive)**:
- Lead and contribute to cash transfer service design and conduct targeted research to enable WFP's approach with appropriate financing model.
- Provide a clear description of the principles and policy considerations that will guide WFP approach to full cost recovery for cash transfer service.
- Interface with both internal and external stakeholders to understand business needs and requirements.
- Collaborate closely with cross-functional teams to ensure successful service design and execution.
- Contribute to the development of corporate policies and procedures in consultation with HQ relevant divisions, participating in key functional and cross-functional initiatives.
- Actively contribute to setting standards and developing CBT financial risk management tools to ensure compliance with applicable policies and best market practices, including undertaking of relevant assessment and reviews aiming at identifying procedural gaps, obsolete policies and guidelines.
- Proactively contribute to the enhancement of effective internal control system for CBT service provision, monitoring and oversight processes and tools to support their implementation and operational efficiency.
- Lead the implementation and expansion of the CBT service provision, through active engagement with HQ cross functional CBT teams, supporting Country Offices in providing CBT services to external users.
- Manage the CBT Special Account and conduct yearly review of MCR analysis to ensure Full Cost Recovery.
- Perform other duties as required.
**STANDARD MINIMUM QUALIFICATIONS**:
**Education**:
You have:
- Advanced University degree in Finance, Business Administration, Accounting or related fields; or
**Experience**:
You have:
- At least 5 years of working experience within the areas of financial management, business management, with good knowledge of financial risk management.
- Experience in managing cash transfer service provision to Government and UN agencies is a plus.
**Knowledge & Skills**:

- Demonstrated ability to think in a strategic manner, and ability to work both independently and as part of a diverse team
- Detail-oriented with the ability to synthesize large amounts of data, summarize key concepts and articulate in audience appropriate ways
- Excellent communication skills, both written and oral in English
- Ability to draft clear concise reports on key issues and decisions within the delegated area of responsibility.
**Languages**:
You have:
Fluency in oral and written English.
Knowledge of other UN languages is an advantage.
