Context: The Labour Mobility Division (LMD) under the Department of Mobility Pathways and Inclusion (DMPI) focuses on creating innovative and collaborative solutions to safe, orderly, and regular labour mobility pathways.
LMD offers strategic policy, technical and operational guidance to IOM Country Offices (CO), governments, and private sector partners on promoting responsible business practices and access to regular labour pathways.
In engaging the private sector and employers and working closely with other divisions and Departments, including the Private Sector Partnerships Division, LMD strengthens regional and country office capacities to collaborate with businesses in facilitating regular labour migration pathways, by providing guidance, tools, policies, and capacity-building resources.
IOM's engagement with employers includes guiding them on improving their understanding of labour migration; aligning policies with international standards; and enabling them to build inclusive, diverse workplaces and benefit from access to expanded regular labour pathways to fill labour shortages and support economic growth.
Under the overall supervision of the Head of Labour Mobility Division (LMD) Division at the Department for Mobility, Pathways and Inclusion (DMPI) and direct supervision of the Senior Specialist for Regular Pathways, the Capacity Development Officer will be responsible for contributing to building the capacity of regional and country offices to help operationalize pathways through the implementation of institutional guidance, resources and tools.
Working in close collaboration with thematic specialists in the LMD Division, other Divisions in IOM Headquarters, in Offices with global functions, and in Regional and Country Offices, the Capacity Building Officer will provide essential technical support and guidance related to training and strengthening operational capacities of teams across the world to implement effective strategies for regular labour pathways.
Core Functions / Responsibilities: 1.
Provide technical, administrative and logistical support for coordination and engagement with Regional Offices and Country Offices on activities and initiatives related to employer and intermediary engagement, expansion and enhancement of regular labour pathways.

Support the rollout of LMD's Labour Pathways Operational Guidance through a well-executed capacity building plan, coordinated with the Regional and Country offices - with a particular focus on the tools related to employer and intermediary engagement through technical workshops, webinars, and training – with a specific focus on employer engagement and outreach; employer vetting and monitoring; and internal policies and guidance.
This will include the drafting of Concept Notes for Workshops and training at the regional and country level, and close coordination with various teams to help ensure ownership and effective approach to participatory training techniques to reinforce learnings.

Facilitate administrative processes within the unit, including the development of agendas, talking points, organization of meetings, and other programmatic and internal operational requirements.

In close coordination with relevant divisions in headquarters (HQ) and regional offices (Ros), analyse and help strengthen IOM's programming to facilitate the monitoring of emerging trends and practices, with primary emphasis on promoting regular labour pathways as a win-win solution for migrants, governments and the private sector.
Assist in building LMDs knowledge and evidence-base that promotes the role of regular labour pathways and integration of migrants rights as a key strategy to promote Sustainability, inclusivity and diversity in the workplace.
As needed, this may include the identification of current gaps in the Operational Guidance and the provision of technical support for the development and rollout of new tools/resources.

Contribute to the Labour Mobility Division's knowledge management efforts by assisting with the development and roll out of internal guidance, tools and materials, thematic strategies, briefs and papers, design and production of key products for publication and external dissemination.

Liaise with other relevant IOM Departments, Divisions and Programs regarding projects, initiatives and events which might have implications for IOM's employer engagement programming, including Regular Pathways and private sector engagement initiatives.
7.
Coordinate and contribute to the elaboration and compilation of Labour Migration Division updates, summaries and reports to be submitted to the DMPI Director, Executive Office, other relevant Departments as needed, providing input into IOM responses to recurrent and ad hoc donor requests, including the collection, editing and dissemination of institutional and thematic information.

Provide technical and process related inputs for IOM participation in relevant conferences, workshops, technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM Migration, Business and Human Rights (MBHR) and employer engagement activities and initiatives.
9.
Undertake duty travel as required, including to provide direct technical support to IOM Country or Regional Offices on labour migration-related activities, projects and initiatives, in close coordination with the Senior Labour Migration, Business & Human Rights Specialist and LMD Regional Thematic Specialist (RTS).

Perform such other duties as may be assigned.
Required Qualifications and Experience: Education - Master's degree in Social or Political Sciences, International Relations, Public Administration, International Development, Migration Studies or a related field from an accredited academic institution with two years of relevant professional experience; or, - University degree in the above fields with four years of relevant professional experience.
Experience - Experience in different fields within labour migration, including labour pathways, employer or private sector engagement, skills, inclusion, integration, migrant worker protection.
- Experience in coordination, knowledge management and capacity building with a UN agency, international or non-governmental organization.
- Experience in organizing and coordinating events, drafting inputs for policy and thematic briefs and supporting external and internal engagement with a variety of stakeholders.
- Experience in project development, monitoring and/or evaluation.
- Experience in report writing.
Skills - In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization, and in particular labour mobility and employer engagement.
- Sound knowledge of program implementation and familiarity with IOM's experience and practices on private sector engagement, labour mobility and regular pathways.
- Proven collaboration skills with colleagues from different backgrounds in different time zones.
- Sound and Proven organizational, planning and communication skills.
- Demonstrated proficiency with coordination and report writing.
- Demonstrated analytical and interpersonal communication skills.
- Ability to work independently against tight deadlines.
Languages IOM's official languages are English, French, and Spanish.
All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
