1. Post Context/Post SummaryHeadquarters Allied Joint Force Command Naples is a Joint Headquarters, capable of executing effective command and control over assigned forces to achieve operational effects in an assigned Joint Operating Area. The Finance Directorate is responsible for all financial management operations and the correct application of all appropriated and non-appropriated funds approved for use by JFCNP.
The Purchasing and Contracting Branch (P&C) manages the full spectrum of contracting activities. The Headquarters Support Section administers local contracts in support of base activities and specific JFCNP customer requirements.
The incumbent serves as a Purchasing and Contracting Buyer, assisting the Contracting Officer in the preparation and execution of contracts and purchase orders.
2. DutiesThe incumbent's duties include:
Purchasing, renting, or hiring services and merchandise for the Base and support elements.Deciding on the proper course of action upon receipt of purchase requests, including identifying supplier sources and drafting necessary documentation.Analyzing market trends, negotiating favorable terms, and maintaining knowledge of various products and services.Researching items nationally and abroad.Advising customers on cost effectiveness of materials/services required.Performing Credit Card procurement upon receipt of specific tasks from the Branch Head.Undertaking work as part of a project team or working group as directed.3. Special Requirements and Additional DutiesThe employee may be required to perform similar duties elsewhere within the organization at the same grade. The work is performed in a normal NATO office environment, with normal working conditions and no risk of injury.
4. Essential Qualificationsa. Professional/ExperienceExperience in procurement, managing or advising on the procurement of goods and services.
b. Education/TrainingHigher Secondary education and intermediate vocational training in supply chain management, commercial law, logistics, or related discipline with 2 years of experience, or Secondary education and completed advanced vocational training leading to a professional qualification or accreditation with 4 years of related experience.

5. Desirable Qualificationsa. Professional ExperiencePrior contracting experience and understanding of operational logistics.
