Position: Business Analyst Duration: 1 Year Location: St. Paul Minnesota (Remote) (occasionally they have to go onsite as per Client Requirement) Description of Project: The Minnesota Department of Human Services (DHS) along with the Department of Children Youth and Families (DCYF) and MNsure is seeking vendors to provide Business Analyst resources to bring high visibility complex projects to successful completion to enable Operational and System Modernization technical solutions to be deployed and fully operational.
Working in a team environment with other Business Analysts (BA) Developers Project Managers (PM) Quality Assurance (QA) Analysts Architects and Subject Matter Experts (SME) the team will be given a set of tasks to complete as each product progresses towards production launch.
MNIT DHS/DCYF/MNsure is seeking vendors who have the capacity to provide multiple consultants who satisfy the skills requirements listed below.
The need for resources is expected to vary throughout the contract.
The vendors will need to be able to quickly increase the number of resources when required and be willing to reduce the number of resources based on MNIT DHS/DCYF/MNsures needs.
Additionally the State is looking to collaborate with the selected vendors in the management of those resources and outreach to stakeholders regarding project milestones.
Vendor will need to identify a main contact who will oversee the resources placed.
Sample Tasks: Elicit requirements using interviews document analysis requirements workshops storyboards surveys site visits business process descriptions use cases scenarios event lists business analysis competitive product analysis task and workflow analysis and/or viewpoints Write requirements specifications according to standard templates using natural language simply clearly unambiguously and concisely.
Represent requirements using alternative views such as analysis models (diagrams) prototypes or scenarios where appropriate Decompose highlevel business and user requirements into functional requirements specifying an appropriate level of detail suitable for use by those who must base their work on the requirements Identify the current and futurestate business processes; define quality attributes external interfaces constraints and other nonfunctional requirements Lead requirements analysis and verification ensuring that requirement statements are complete consistent concise comprehensible traceable feasible unambiguous and verifiable and that they conform to standards Participate in requirements prioritization and facilitate the negotiation of requirements amongst multiple stakeholders Analyze and document business requirements and required data to deliver work products throughout the project life cycle Coordinate Business Validation to verify that a set of endtoend business processes function as intended Work with the product manager or project sponsor to document the products vision and the projects scope Participate in peer reviews and inspections of requirements documents and work products derived from those documents to ensure that the requirements were interpreted correctly Manage requirements traceability information and track requirements status throughout the project Provide knowledge transfer Sample Skills/Requirements: Five (5) years of Business Analysis (BA) experience One (1) year of experience using remote collaboration tools such as: Microsoft Teams Skype SharePoint etc.
Experience being assigned to multiple projects concurrently Experience with all aspects of the Software Development Life Cycle (SDLC) Experience with different project methodologies (Waterfall Agile) Ability to create accurate functional requirements documents including user stories diagrams process flows Responsibility Assignment Chart (RACI) and other documents as needed for the project.
