DutiesYou will review construction procedures of field offices to make recommendations for implementation of initiates for improvement.You will monitor construction activity to ensure compliance with contract plans, specifications, and scheduling.You will develop basic facility requirements (BFRs) to justify new construction, consolidation, and demolition.You will develop facilities planning policies and guidance to accomplish mission requirements.You will identify and analyze supply chain management risk areas to enable program decisions.You will write project management plans for construction projects to meet program goals, requirements, and time frames.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

Overtime or night differential pay and/or unusual duty hours may be required.This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
QualificationsApplicants must meet the meet the basic education requirement for the GS-0808, Professional Architecture Series.
(Mentioned in the Education Section) GS-12 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following a professional ARCHITECT: 1) Applying knowledge of architectural concepts, principles and practices to the design and construction of facilities; 2) Providing technical recommendations/solutions to engineering problems encountered during the administration of construction projects; 3) Performing cost estimates, feasibility studies and/or constructability reviews in the construction of facilities; and 4) Developing mitigation strategies or alternatives to alleviate risks associated with design and construction.

Specialized experience must demonstrate the following as a professional Architect: 1) Utilizing knowledge of architectural concepts, theories, principles, practices, and techniques to plan, design, manage, construct, oversee, and maintain a wide range of shore installation facilities projects; 2) Performing technical reviews of architectural designs, calculations, drawings, specifications and cost estimates prepared by other architects and engineers for adequacy; 3) Ensuring facilities are designed and constructed utilizing sound design practices and that they satisfy safety and architectural standards; 4) Planning, coordinating, and directing multi-design projects and services for command facilities; and 5) Preparing architectural design drawings, calculations, and specifications on architectural design software (e.g., AutoCAD and Specs Intact).

EducationApplicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Applicants must possess a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
The adequacy of such background must be demonstrated by at least one of the following:Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A.
The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.
The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials.
Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities.
As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture.
In the absence of college courses, 5 years of such experience is required.
This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
