If you have any questions about this vacancy or the application process, please email us at: ****** Hauptaufgaben Incumbent serves as Administrative Officer to the DPW Site Manager, Darby Military Community by providing administrative support on a variety of administrative functions.
Successful job performance demands: comprehensive knowledge of the Garrison and its mission; thorough understanding of the objectives of management and organization; ability to resolve problems in the area of personnel management issues; knowledge of types of positions needed, required training, experience and abilities required by employees; knowledge of equipment and materials needed; lines and extent of authority within the organization and at higher levels; the kinds of practical problems employees encounter in their work; highly developed oral and written narrative skills.
Serves as the principal assistant and support for DPW Site Manager, Darby Military Community in the areas of management services, personnel and position management, and administrative services.
Supports the organization, administration and coordination of the organization's efforts in the areas of personnel management (US and Local National personnel); organizational structure and, manpower, and material needs; personnel performance processes, policy development, implementation, and compliance; utilization of manpower, equipment, and materials; and internal and external inspection reports, manpower surveys, the management control process and compliance reviews.
Regularly briefs the DPW Site Manager, Darby Military Community on the above areas of competence.
Participates in TDA reviews.
Provides basic advice and efforts on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations or changes in program administration in order to reduce or eliminate functional overlap among the DPW programs.
Acts as the liaison between DPW and DHR, DRM and CHRS representatives.
Interacts with each organization on matters pertaining to all aspects of personnel management, administrative services, reorganization, organizational structure, position management, and manpower utilization.
Reviews directives, planning documents, program and policy statements from higher headquarters, i.e., Garrison Commander, and IMCOM-E, and evaluates impacts by composing recommendations for approval.
Prepares information for the DPW Site Manager on TDA updates, training statistics, etc.
Initiates action to develop and implement SOP's pertaining to a variety of subjects and procedures needed to operate new or revised systems or controls.
Maintains Directorate TDA and serves as liaison between the CHRS, DRM, DHR and the Garrison pertaining to all aspects of personnel management.
Coordinates with Civilian Personnel Office to ensure personnel actions are in the best interest of the government and the employee.
Analyzes personnel records with appropriate HR Tools to provide the DPW Site Manager with updated reports on issues.
In conjunction with the Division Chiefs prepares all DMC DPW 1256s for the processing of awards.
Provides assistance on problems of an administrative nature and maintains suspense ledger for all awards received and forwarded.
Prepares and submits paperwork for personnel entitlements, requirements, and allowances for blue- and white-collar employees.
Such entitlements vary IAW grade, type of work, personnel and/or organizational needs, FPCON level, that includes but not limited to: On call status, overtime, driving, environmental level 1 or level 2, and base access/sign-in privileges.
Utilizes the Employee Management Processing and Recruitment System (EMPReS) to access to a multitude of recruitment and RPA data to include information on Employees, RPA, and Hiring Statistics.
Uses the Defense Civilian Personnel Data System (DCPDS), AutoNOA, and FASCLASS to initiate, process, and monitor personnel actions for HN and DAC personnel assigned to DMC DPW.
Takes action for administrative and procedural changes contemplated by the Director, regarding all aspects of administrative and personnel management.
Participates in meetings with management to provide updates on administrative and personnel issues.
Administers administrative requirements for the Directorate's Annual and Sick Leave Programs and keep Site Manager updated of progress of real or potential problems relative to leave and sick leave.
Serves as the primary Timekeeper for DPW Army and AF Local National personnel by using automated SCUDONLINE system.
Ensures prompt submission of T&A reports and all pertaining documentation necessary and critical for the monthly payroll for both Army and AF personnel.
Manages and supervises DMC Housing two timekeepers ensuring timely, accurate submissions.
Maintains official employee record cards on all employees, e.g., overtime, disciplinary action, allowances, and leave.
Administers a variety of personnel management programs, such as merit promotion, incentive awards, beneficial suggestions, cost reduction, etc.
Coordinates, monitors, and tracks Directorate's actions in CGAT requiring GC's signature for the coordination of Italian Base Commander with external agencies such as Regional Park Authority, Pisa Fire Department, Stato Maggiore dell'Esercito, Italian Custom, ensuring timely and accurateness in support of the Organization requests.
Prepares and controls TDY orders, to include computing travel estimates, maintaining internal accounting for travel funds.
Ensures Travel Vouchers are properly prepared and forwarded for payment in a timely manner.
Tracks all TDY vouchers and facilitates the timely completion of the reimbursement.
Serves as primary TCO.
Manages Distribution List in the Federal User Director (GFUD) as ownership for DMC DPW.
Manage Organizational Chart by providing all the necessary information such as Position Title/Pay Plan/Grade/Division and distinguishes AF personnel assigned to the Organization.
Constantly keep the Director updated on changes.
Coordinates mandatory Occupational Health medical examinations with the OH team for LN personnel and receives results for personnel records and Division Chiefs.
Administers the health visits from the OH team for the inspection of DPW facilities.
Updates SITREP Line of Effort 1-People, for the DPW Director, relating to moving forward with important filled vacancies positions.
Maintains strength and authorization control over personnel assigned in the DPW DMC.
Maintains Table of Distribution and Allowance files and records.Coordinates requirements with servicing manpower, budget, and personnel specialists.
Gathers data and organizational structure, manpower requirements, and manpower utilization.
Prepares manpower utilization and requirements reports.
Prepares written formal and informal correspondence.
Receives inquiries from all supported Organizations on problems requiring the DPW Site Manager's attention; recommends a plan of action and brings important facts to the Director's attention; and prepares related correspondence for the DPW Site Manager's signature.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-03 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the "General Schedule Qualification Standards" published by U.S Office of Personnel Management.
